Will India be able to get free Corona vaccine without disturbing health budget?

Earlier, the residents of India had been wondering when will Coronavirus would come to an end and then the question was if the Coronavirus vaccine would be free. 

Amid all this, the West Bengal government of Mamata Banerjee declared that Coronavirus vaccine would be free. But will it be a possibility? Here is a report explaining if the vaccine would be free for Indians or not and what will be the total expenditure if it happens.
