Why states & Centre aren't ready to reduce tax on fuel price

Fuel price have been rising for 19 days on a stretch. In Delhi, Diesel has become much more expensive than petrol. Protests and political pressure has erupted from all sides. Yet, niether the Centre nor the states are ready to budge. The reason is 2 months of lockdown. During the lockdown, the government's revenue stream had dried up and hence it is trying to fill its coffers through VAT and excise so that it can spend it on other programs.
