Nepal Army spies on India via newly built base camp near border

Where Indian Army is constructing road leading to the India and China border near Uttarakhand, Nepal is busy spying on India. There is no doubt that new bunkers have been made by the Indian Army near Lipulekh as well but Nepal has built a base camp near the border too. It is through this camp that Nepal is spying on Indian Army's activities
