Gangster Vikas Dubey was planning to surrender in Delhi

Gangster Vikas Dubey was spotted in a hotel in Faridabad. He escaped from the hotel before Haryana Police could nab him. He was planning to surrender in a Delhi court and had communicated with an advocate as well.  However, a photograph of him in a hotel going viral cannot be confirmed as of now. STF has shot dead Amar Dubey, his close aide in an encounter in Maudaha.
