Kolkata Rape-Murder Case: Union Home Ministry Mandates Bi-Hourly Law And Order Updates From States

In view of the outrage in India after the rape and murder of the Kolkata doctor at RG Kar Medical College and Hospital, the Ministry of Home Affairs has mandated that each state and Union Territory submit bi-hourly reports regarding the law and order in their region.


This has been implemented since 4 PM on August 17.


"Regarding two-hourly law and order situation report competent authority has desired to monitor the law and order situation report of your state/UT against the murder of a trainee woman doctor in RG Kar Medical College and Hospital, Kolkata West Bengal. Henceforth, a continuous two-hourly law and order situation report in this regard may kindly be sent to the Ministry of Home Affairs control room," the notification by MHA said.

A day after West Bengal Governor CV Ananda Bose visited RG Kar Medical College and Hospital, a group of 30-35 agitating doctors met him at the Raj Bhavan on Friday to discuss their security concerns, an official said. The Punjab Civil Medical Services Association on Friday suspended OPD services at public healthcare centres to protest against the alleged rape and murder of a trainee doctor at the RG Kar Medical College and Hospital in Kolkata.


"We are demanding expeditious justice for the victim, central protection act for healthcare professionals and adequate security arrangements at public healthcare facilities," Punjab Civil Medical Services Association (PCMSA) president Dr Akhil Sarin said, as quoted by news agency PTI.


Emergency and medico-legal services remained functional during Friday's protest, he added. Outpatient department (OPD) services were suspended at primary and community health centres and those at the subdivision level, as well as civil hospitals. Medical professionals in the state also held sit-ins at the health centres to demand expeditious justice for the victim.

The Indian Medical Association's Arunachal Pradesh Branch (IMA-AP), expressing anguish over the alleged rape and murder in RG Kar Medical College and Hospital in Kolkata, has decided to join the nationwide protest by shutting down all routine services across the state for 24 hours on Saturday.


The attitude of the government authorities regarding the inquiry is pathetic, IMA-AP president Dr Kesang Wangdi Thongdok alleged on Friday.


"The IMA-AP has resolved to join the nationwide protest by shutting down all routine services, including OPD, elective OT cases and non-essential services in all government hospitals, private hospitals, NGO-run hospitals and private clinics across Arunachal for 24 hours on August 17," he said, as quoted by news agency PTI.


Dr Thongdok, however, maintained that emergency and in-patient services will function normally. Meanwhile, the IMA-AP has demanded, among others, immediate arrest of the culprits, speedy trial and maximum punishment. It also sought the formulation of a central law to protect doctors and other healthcare personnel.

A postgraduate trainee doctor was raped and murdered at the RG Kar Medical College and Hospital in Kolkata while on duty last week. The body of the 32-year-old woman was found on August 9 morning in the seminar hall of the government-run hospital in the West Bengal capital. West Bengal Chief Minister Mamata Banerjee on Friday accused the opposition CPI(M) and the BJP of orchestrating vandalism at RG Kar hospital and trying to distort the truth behind the rape-murder of a woman doctor by spreading fake news on social media.


Reiterating her demand for capital punishment for the culprits, Banerjee commended Kolkata Police for their investigation into the case, which was later transferred to the CBI by the Calcutta High Court. She also urged the Central Bureau of Investigation to resolve the case by Sunday and demanded that the culprits be hanged.


While addressing a rally, she said, "We want the truth to come out, but some quarters are spreading lies to mislead people. Attempts are being made to hide the truth by circulating fake news on social media. We condemn these activities. We want the culprits to be punished".


The West Bengal CM led a protest rally from Moulali to Dorina Crossing in Kolkata on Friday, demanding justice for the woman doctor who was allegedly raped and murdered at the RG Kar Medical College and Hospital last week.


"The nexus between the Left and BJP should be exposed. The CPI(M) and the BJP are behind the vandalism at the hospital. They vandalised the facility to destroy evidence of the ghastly crime," she said. The Chief Minister slammed the Union government for sending teams to Bengal but turning a blind eye to similar incidents in BJP-ruled states.


On the rally taken out by Mamata Banerjee on Friday, Union Minister Sukanto Majumdar said: "...She (Mamata Banerjee) herself is the Chief Minister, Home Minister, Health Minister, then against whom was she protesting by taking out a rally?... She is trying to stop the BJP, we assure her that this movement will not stop, and we will continue our protest."
