DCW Chief Swati Maliwal Sends Interim Recommendations To Murmu, Seeks President's Rule In Manipur

DCW Chief Swati Maliwal has sent interim recommendations to Droupadi Murmu seeking the imposition of President's rule in Manipur.

Days after her visit to the violence-torn state of Manipur, Delhi Commission of Women chief Swati Maliwal on Tuesday sent interim recommendations to President Droupadi Murmu seeking the imposition of President's rule in Manipur and the resignation of Chief Minister N Biren Singh. Talking about the report, Maliwal said that she appeals to Prime Minister Narendra Modi and his cabinet ministers to visit the northeastern state and try to de-escalate the situation there. She said the DCW team that visited Manipur has also sought the setting up of three SITs to probe the incidents of violence.

"I went to Manipur recently and regarding this we've submitted an interim report on recommendations to the President and made an appeal to impose President's Rule in Manipur and to take the resignation of the CM. We've appealed that PM Modi and his cabinet ministers should visit Manipur and try to de-escalate the situation there. We've also demanded to set up three SITs...," she said

In her letter to President Murmu, Maliwal said that Manipur has been engulfed in ethnic clashes since May 2023, that have led to the loss of over 150 lives, destruction of thousands of houses and several places of cultural and religious significance, as well as displacement of
countless families.

"However, what is equally distressing is the widespread sexual violence that has been perpetrated against women during this period of turmoil," the DCW head wrote in the letter.

Sharing her experience from the Manipur visit, Maliwal said, "I humbly request your hon'ble self to use your esteemed office to impose President's rule in Manipur and direct the concerned authorities to take swift and resolute action in response
to the atrocities committed therein."

DCW's Recommendations To President Murmu

In the interim report, the DCW has recommended a total of 24 steps to the President to establish peace in Manipur:

  1. Imposition of President’s rule in Manipur
  2. Resignation of the Chief Minister
  3. Visit of the Prime Minister and Union Ministers to the state
  4. Establishment of a Supreme Court Monitored Special Investigation Team (SIT) to Probe Ethnic Clashes and Government Response
  5. Immediate measures to deescalate the conflict
  6. Investigation of the circumstances surrounding the looting of weaponry and its recovery
  7. Setting up SIT headed by Retired Supreme Court judges
  8. Addressing police inaction and alleged involvement with criminals
  9. Assisting victims of sexual assault and rape
  10. Launching a helpline for reporting cases of sexual violence
  11. Providing aid to relief camps and remote villages
  12. Aiding pregnant and lactating women
  13. Ensuring protection and care for children orphaned in the violence
  14. Extending immediate financial assistance to vulnerable groups
  15. Assistance to repair and rebuild damaged homes
  16. Ensuring continuity of school education in relief camps
  17. Ensuring continuity of higher education
  18. Enhancing healthcare in the state
  19. Removing blockades from state highways and other arterial roads
  20. Access to High Court and Supreme Court
  21. Returning the dead bodies to the families
  22. Assistance to Manipur residents in other states
  23. Help for those wishing to travel within the state and to other states
  24. Lifting ban on internet
