The Government of National Capital Territory of Delhi (Amendment) Bill, 2023 will come in Lok Sabha tomorrow, 2nd August for consideration and passing.
Parliament on Tuesday passed the Biological Diversity (Amendment) Bill-2023, which has provisions for sharing the benefits of biodiversity commerce with locals and decriminalises biodiversity-related offences.
Rajya Sabha passed the bill, which amends the Biological Diversity Act of 2002, by a voice vote on Tuesday. Lok Sabha had cleared the proposed legislation on July 25.
A total of 53,336 Central Armed Police Force (CAPF) personnel quit their jobs either taking voluntary retirement or resignation, the Central government told the Lok Sabha on Tuesday.
Of the 53,336 CAPF personnel, 47,000 troops took voluntary retirements while 6,336 resigned from their service from 2018 to 2022.
Rajya Sabha passed the Mediation Bill, 2021 to promote and facilitate mediation, especially institutional mediation, for resolution of disputes, commercial or otherwise, enforce mediated settlement agreements, provide for a body for registration of mediators, to encourage community mediation and to make online mediation as acceptable and cost-effective process.
The central government is in the process of finalising a standard operating procedure for the safety and security of journalists, the Lok Sabha was informed on Tuesday.
Union Minister of State for Home Nityanand Rai said the central government attaches the highest importance to the safety and security of all residents, including journalists and media persons.
"(The) central government is in the process of finalising a standard operating procedure in this regard, in consultation with various agencies/stakeholders," he said in reply to a written question.
"When the Government itself has been challenged, no bill should be passed, in such situation substantive motion shouldn't be passed. This is not only unconventional but also illegal," says Rajya Sabha Member and Congress leader Digvijaya Singh.
Rajya Saha passed the Multi-State Co-operative Societies (Amendment) Bill, 2023 to amend the Multi-State Co-operative Societies Act, 2002. The Bill was earlier passed by the Lok Sabha.

Leader of Opposition in Rajya Sabha and Congress president Mallikarjun Kharge said, "We are doing this press conference because the govt is not letting us speak in the Parliament. PM is discussing other issues but he is not replying to us. PM Modi is not willing to give a statement on the Manipur issue, he is not speaking in the Parliament. They are trying to create confusion that the Opposition is not ready to discuss the issue, but we are waiting for the past 11 days to discuss this issue."
The Registration of Births and Deaths (Amendment) Bill, 2023 passed in Lok Sabha

Union Home Minister Amit Shah says, "Constitution has given the House, power to pass any law regarding the state of Delhi. Supreme Court judgement has clarified that Parliament can bring any law regarding the state of Delhi. All objection is political. Please permit me to bring this GNCT (Amendment) Bill 2023." Soon after this, Lok Sabha Speaker Om Birla allowed debate on the bill by means of a voice vote and adjourned the House till 3 PM as Opposition MPs raised slogans against the government.
Lok Sabha Speaker Om Birla has said that MPs must choose their words carefully while speaking on the floor as Congress's Gaurav Gogoi says, "You, too, know the Bill is illegal."
Opposition Leaders from Congress, TMC, RSP, AIMIM, and others oppose the National Capital Territory of Delhi (Amendment) Bill, 2023, as it is introduced in Lok Sabha.

The Lok Sabha proceedings have been adjourned till 2 pm amid protests by opposition members on Manipur issue. Rajya Sabha has also been adjourned till 12 noon as Opposition MPs continued to demand a response from PM Narendra Modi on Manipur.
Speaking on the Delhi Services Bill, Parliamentary Affairs Minister Pralhad Joshi said the decision was taken following the framework of the Constitution. "Home Ministry has properly constituted this bill (Delhi Ordinance). The entire country has supported PM Modi and BJP and the govt of India is also democratically elected. Arvind Kejriwal and his team should understand that this is also an elected government," PTI quoted Joshi as saying.
On the Govt of NCT of Delhi (Amendment) Bill to be introduced in Lok Sabha today, Shiv Sena (UBT) MP Priyanka Chaturvedi said the legislation was "unconstitutional". "We will all oppose this as today it is happening in Delhi, tomorrow it can happen in Andhra Pradesh, Telangana or Odisha. This is unconstitutional, immoral, undemocratic ordinance and should be opposed by all," Chaturvedi said.

Congress MP Manickam Tagore says, "We want PM Modi to get out of the I.N.D.I.A alliance syndrome and speak over the Manipur issue. I.N.D.I.A will win state after state and will show PM that his arrogance will be defeated by the people of the country."
RJD MP Manoj Jha on the Delhi services bill which is listed to be tabled in Lok Sabha today: "This ordinance is kind of an experiment by them (government) to check whether such a thing can be done in other states as well or not. It will be very bad for country's cooperative federalism if they succeed in their experiment."
Congress MP Pramod Tiwari says, "Supreme Court has given its observation on the Manipur issue and if the present govt has shame left then they must dissolve the Manipur government and a detailed probe should be conducted."

Leader of Opposition of Rajya Sabha Mallikarjun Kharge to lead INDIA alliance floor leaders and 21 MPs delegation to meet President of India.
He has sought an appointment from the President of India for a meeting to raise the issue of Manipur, ANI reported.

Union Home Minister Amit Shah is chairing a crucial meet with ministers. It is being speculated that Delhi ordinance could be tabled in the Lok Sabha at 2 PM today.
"We have been seeking a discussion on Manipur (issue) in Parliament since the beginning of this session. Leaders of opposition alliance visited the state to check the situation. We want that there should a discussion in Lok Sabha today on No-Confidence Motion," says Congress leader Ranjeet Ranjan told PTI.

The leaders of the opposition alliance's 'INDIA' bloc returned to Delhi on Sunday (July 30) after a two-day Manipur visit. The leaders visited relief camps, met the Manipur governor and urged the authorities to restore peace in the violence-torn state. The issue of Manipur and the opposition's demand for PM Narendra Modi's statement on the matter inside Parliament has been hampering the business of the House for the last two weeks. Now, as the Monsoon session resumes for another week, the leaders are likely to intensify their agitation.
Meanwhile, the Delhi ordinance is likely to be tabled in the Parliament this week which aims to give the Centre control over services in the national capital.
The Janata Dal (United) has issued a three lined whip to the party's Rajya Sabha MPs for the Monsoon session of Parliament to support the party's stand by voting against the Centre's Bil over Delhi Services. Deputy Chairman Harivansh has received a party whip for the first time during his entire tenure, his office told ANI. Aneel Prasad Hegde, Chief Whip of JD(U) in the Rajya Sabha, said all MPs have been issued a whip.
Aam Aadmi Party leaders also called on former Prime Minister and JD(S) Supremo H D Deve Gowda and appealed to him to fight against the Delhi ordinance. The party leaders in Karnataka led by their state president H N Chandrashekar, popularly known as Mukhyamantri Chandru, called on Gowda, who is an Upper House member, in an attempt to shore up support from non-BJP political parties to defeat the Delhi ordinance in the Rajya Sabha.
The Lok Sabha will also discuss the no-confidence motion this week.
The Monsoon session of Parliament began on July 20 and will continue till August 11. The session is crucial as the BJP and opposition have sharpened attacks on each other as they gear up for a host of assembly polls this year and the Lok Sabha elections next year.
