Police, Army Can't Protect Every Person: Haryana CM Manohar Lal Khattar On Nuh Violence

Haryana CM Manohar Lal Khattar said that the police are free to act as they see legally fit against cow vigilante Monu Manesar.

Haryana Chief Minister Manohar Lal Khattar on Wednesday said that the government cannot provide security to every person. "Neither the police nor the Army can protect every person. For this, social harmony has to be improved. The police in any country cannot protect every person," he said. Khattar was speaking on the Nuh violence in Haryana that broke out on Monday. 

Mobile internet and messaging services were suspended in Haryana's Nuh where a clash erupted between two groups after stones were hurled during a religious procession and cars were set on fire early on Monday. The Vishva Hindu Parishad's Brij Mandal Jalabhishek Yatra was stopped by a group of young men near Khedla Mod in Nuh and stones were thrown at the procession, the police said.

At least four cars that were part of the procession were set on fire. A 22-year-old imam, Maulana Saad, of the of the Anjuman Jama Masjid in Gurugram's Sector 57 was among the victims of the violence.

Khattar on Tuesday alleged that there was a “big conspiracy” behind the violence which erupted in Nuh after stones were hurled during a religious procession and cars were set on fire on Monday. “This is an unfortunate incident. A Yatra was being organised during which some people conspired an attack on the yatris and the police. Violent incidents were reported at several places. There seems to be a big conspiracy behind this,” said the Haryana CM.

The clashes are being partially attributed to a video shared on social media by Monu Manesar, who identifies himself as a 'gau rakshak' or a cow vigilante and was accused of killing two cattle traders, Junaid and Nasir, earlier year. In the video, Manesar is seen asking people to participate in a religious procession.

Speaking on the previous FIRs against Monu Manesar, Khattar on Wednesday said that it was registered in Rajasthan and the state's police were free to act against him. "Rajasthan Police is free to act against him. We don't have any inputs on Manesar's whereabouts," he said.

Speaking about providing relief to the violence-affected people, CM Khattar said, "We have passed an Act wherein it provides that for any loss Government issues compensation for the loss to Public property but as far as Private property is concerned, those who caused the loss are liable to compensate for it. So, we will provide for loss to public property and for the private property we will say that compensation be collected from those who are liable for it."

He also said that the government will launch a scheme to provide aid to the victims of the Nuh violence. The government will launch a portal where people can register complaints about their losses. The complaints will be evaluated by district officials and they will be compensated under a new scheme.

Meanwhile, Khattar requested an additional four companies of central forces. He disclosed that one battalion from the IRB will be dispatched to Nuh. Presently, Haryana has twenty companies of central forces deployed, with 14 stationed in Nuh, three in Palwal, two in Gurugram, and one in Faridabad. The chief minister emphasized that those accountable for the outbreak of violence will not escape consequences.

The Chief Minister conveyed that the ongoing violence has resulted in six casualties thus far. He provided details that 116 individuals have been arrested, and an additional 90 have been detained since the clashes on Monday in Nuh.
