Having a buggy or an older version of WhatApp could be one reasons why you are still facing notification issue in your phone. It is suggested that users must navigate to App Store or the Google Play Store and update their Whatsapp to the latest version. Turn On The Notifications This might sound unusual, but several WhatsApp users mistakenly or sometimes intentionally deny "Notification On" permission while installing the application. This, however, restricts or stops several features and functions of your device. It trims down the functions of several apps running in the background, including WhatsApp. While using low power mode, one might face problems in receiving notifications on iPhone and Android. In order to turn off Battery saver mode, open iPhone Settings app > Battery and turn off Low Power Mode. Likewise in Android, open Settings > Battery and switch off battery saver mode.
