GTA 5 Finally Cleared For Saudi Arabia, UAE Launches. There Are Some Restrictions In Place

The GTA V release also aligns with a strategic partnership between Rockstar’s parent company, Take-Two Interactive, and the Saudi-based Advanced Initiative Company.

After more than a decade of waiting, Rockstar Games’ Grand Theft Auto V has officially made its way to Saudi Arabia and the United Arab Emirates. First released globally in 2013, the open-world blockbuster had long been absent from shelves in these two Gulf nations due to its provocative content. Now, thanks to a newly introduced 21+ age rating, the game is getting a legitimate rollout, no loopholes required.

Regulatory Shift Opens Long-Shut Doors

The green signal came from the General Authority for Media Regulation in Saudi Arabia and the UAE Media Council, marking a significant policy shift. This move reflects the region’s evolving stance on digital content and is the culmination of years of regulatory transformation. The introduction of the new 21+ classification, more stringent than Europe’s PEGI 18+, has allowed games like GTA V to be released with minimal alterations.

Previously, the game was banned due to its explicit themes, including violence, sex, and substance abuse. Local players often bypassed restrictions by importing discs or using international gaming accounts. But now, for the first time, fans can walk into local stores or log onto regional platforms and legally buy the game.

Strategic Move For A Maturing Market

The timing couldn’t be better. As reported by Tom's Guide, according to Niko Partners’ 2025 MENA-3 Gamer Behavior & Market Insights Report, over 90% of gamers in Saudi Arabia, the UAE, and Egypt are already over 21. With the region’s gaming industry projected to grow from $2 billion in 2024 to $2.8 billion by 2029, publishers are seeing a lucrative opportunity.

The ability to release high-profile, mature games in these markets without extensive edits means developers may now plan their launches in the Middle East alongside global timelines.

Rockstar’s Next Chapter In The Gulf

The GTA V release also aligns with a strategic partnership between Rockstar’s parent company, Take-Two Interactive, and the Saudi-based Advanced Initiative Company. Under this deal, Take-Two’s marquee franchises, GTA, Red Dead Redemption, NBA 2K, and WWE 2K, will be officially distributed in the region.

With Grand Theft Auto VI slated for a May 9, 2026 release, this new regulatory framework could mean the sequel won't face the kind of delay that kept its predecessor out for more than a decade.

Publishers must still be mindful of how games are localised and marketed. But for gamers in the Gulf, this long-overdue arrival of GTA V is more than a late release, it’s a sign of changing times.
