India Set To Formalise Informal Learning in Higher Education — All About RPL

Speaking to ABP News, UGC Chairman M. Jagadesh Kumar said RPL can open up avenues for income generation as the initiative aims to formally recognise prior learning and skills in higher education.

UGC Draft Policy: Higher education institutions in India may soon start recognising informal learning by awarding credits for prior skills and experiences. For instance, traditional knowledge passed down within families, artisanal skills learned through generations, or practical knowledge in areas like healthcare can be formally acknowledged through qualifications and certifications. Additionally, internships, training, and self-learning will also be included in this process. 

To implement this, the University Grants Commission (UGC) has introduced a draft policy named 'Recognition of Prior Learning (RPL). This initiative aims to formally recognise prior learning and skills in higher education.

RPL Is Aligned With NEP 2020

The draft guidelines align with the National Education Policy (NEP) 2020 and the National Skills Qualifications Framework (NSQF). These policies are designed to facilitate easier entry into higher education and reduce the duration of academic programs.

UGC Vision For RPL

Speaking to ABP News, UGC Chairman M. Jagadesh Kumar explained the significance of the initiative. 

"A large population in our country works informally and needs access to formal education and career opportunities. Through RPL, we aim to extend formal support to this segment, providing them with opportunities for growth and success in the future," he said, adding: "By formally recognising skills acquired through informal learning, RPL can open up income-generating pathways for many individuals." 

Programmes similar to RPL are already operational in several countries, including Australia, New Zealand, and South Africa. These initiatives allow prior skills to be converted into academic credits and certifications, enabling individuals to use their expertise to secure better employment opportunities.

By recognising prior learning, RPL in India aims to bridge the gap between informal skills and formal education, empowering a larger segment of the population and enhancing access to opportunities in education and employment.
