Why no mention of prosecution made in CAB, questions Digvijaya

Congress leader Digvijaya Singh against Citizen Bill said, ‘No mention of prosecution has been made in the bill. BJP & its allies has mind set of Indian-Muslims, thats why the government has passed it. This is an example of their narrow minds about Hindu - Muslim. In Indian constitution, there is an equity between religion, cast and creed. So, if in any one law the bifurcation has been made, it opens a way to others.’
