Was Vikas Dubey eliminated because he became threat to the system?

After the encounter killing of Vikas Dubey, allegations are being made on Uttar Pradesh government and police that he was eliminated because he had become a threat for the system. Dalit activist Satish Prakash claimed that Vikas Dubey had murdered 2 Dalit men in 1992 and the then UP government and police protected him. But now since he was killing their own, he was also gunned down in a fake encounter.
