Congress leaders on Thursday slammed the Centre's move to send 36 ministers to Jammu and Kashmir and said that it is a propaganda mission. Senior party leader Kapil Sibal said that the ministers are being sent in an effort to convince the people that Article 370 is beneficial for them.
