If its one country one constitution then why one country & two 'mandis'? asks Congress MP Deepender Hooda

On the issue of agricultural laws, Congress MP Deepender Singh Hooda tried to surround the Modi government in the Rajya Sabha on Friday. During the discussion on the budget, Hooda asked many questions to the government on the issue of MSP and Mandis. He asked If one country one constitution then why one country & two 'mandis'? Referring to PM Modi's speech, he said that there is a difference of perspective, otherwise, the government would have seen what is black in these laws.
