Rizwan was actively recruiting new members for ISIS, focusing on young individuals to rejuvenate the group's activities in India. This move came in response to the significant weakening of ISIS’s local operations following the arrest of over 50 terrorists linked to the Indian Mujahideen. With the Indian Mujahideen's network significantly dismantled, ISIS sought to expand its influence and reestablish its presence in the country through Rizwan's recruitment efforts and planned attacks.
