As Uttarakhand got battered by heavy rainfall in the last two days, a video of people and several patients wading through knee-deep water at AIIMS in Rishikesh on Tuesday went viral. Visuals showed the entire hospital premises flooded as people made their way.
An old man was seen transferring one of his relatives, admitted to the hospital, through the stagnant water.
A Twitter user, who posted the video online, hit out at the government over the state's current situation of hospitals and health infrastructure.
Meanwhile, India Meteorological Department (IMD) on Tuesday issued a red alert for Uttarakhand. The MeT department has issued an alert for heavy rains in 11 districts of the state. Uttarakhand Police has appealed to the people to avoid travelling to the hills unless necessary.
IMD scientist Naresh Kumar said rainfall has subsided in most parts of North India. National Disaster Response Force (NDRF) DIG Mohsen Shahidi was quoted as saying by news agency ANI, "A total of 39 NDRF teams have been deployed in Delhi, Uttarakhand, Punjab and other states amid heavy rain alert."

Meanwhile, floods in Jummagad river in the border area of Chamoli district of Uttarakhand washed away the bridge built on it, leading to blocking of the Indo-Tibet border road. This has cut off contact with over a dozen border villages, PTI reported.
Earlier in the day, Uttarakhand CM Pushkar Singh Dhami inspected rain-affected areas in Dehradun. Talking to the media, he said, "Poor drainage system caused waterlogging in several parts of Dehradun. I have instructed the concerned authorities to investigate and the repair work will start soon…the state has been put on high alert due to heavy rain.. the government is taking all necessary steps."
