The Manipur government has taken a step towards normalcy by partially lifting the months-long ban on internet services, which was imposed during the period of ethnic violence in the state. According to the government's recent order issued on Tuesday (July 25), broadband services will now be permitted, while mobile data services will remain suspended. The internet services have been inaccessible since May 3.

The state government cited the adverse impact of internet restrictions on various sectors, including businesses, institutions, individuals working from home, chartered accounting firms, legal offices, hospitals, refuelling stations, LPG booking services, and various online-based citizen-centric services.

In its order, the government stated, "The state government has made a considered decision to lift suspension in case of Broadband service (ILL and MH) conditionally in a liberalised manner." This partial lifting of the ban on broadband services aims to address the connectivity needs of various sectors while ensuring stability amid ongoing challenges in the state. However, mobile data services will continue to remain suspended, with the government taking cautious steps to restore internet access in a controlled manner.

A viral video from May 4 depicting two women being paraded naked by a mob in Manipur refocused national attention on the state, where violence erupted nearly three months ago, killing over 160 people and injuring hundreds.

The violence erupted on May 3 following a 'Tribal Solidarity March' in the hill districts in response to the Meitei community's demand for Scheduled Tribe (ST) status.

Meiteis make up about 53% of Manipur's population and live mostly in the Imphal Valley, while tribals, including Nagas and Kukis, make up 40% and live mostly in the hill districts.

The partial restoration of internet services is expected to alleviate some of the problems encountered by businesses and individuals in the state who rely heavily on online platforms for a variety of essential services. As Manipur returns to normalcy, the government continues to monitor the situation and takes calculated steps to balance the restoration of services with the need to maintain regional peace and security.
