United Nations, Feb 25 (PTI/AP) The United Nations has announced that it is immediately allocating 20 million to scale up UN humanitarian operations in Ukraine following Russia's invasion.

Secretary-General Antonio Guterres made the announcement on Thursday, saying the UN and its humanitarian partners are committed to staying and delivering, to support people in Ukraine in their time of need...regardless of who or where they are .

With deaths rising, we are seeing images of fear, anguish and terror in every corner of Ukraine, the UN chief said. People -- everyday innocent people -- always pay the highest price.

UN humanitarian chief Martin Griffiths said the 20 million from the UN's Central Emergency Response Fund will support emergency operations along the contact line in eastern Donetsk and Luhansk and in other areas of the country, and will help with health care, shelter, food, and water and sanitation to the most vulnerable people affected by the conflict .

David Beasley, executive director of the UN World Food Programme, expressed deep concern at the potential impact of the conflict on access to food for civilians in conflict areas.

A WFP team is on the ground and ready to step in provided that access is granted and resources are available , he said. We appeal to all parties to ensure that affected communities have continued access to any humanitarian support they may require and that the safety of humanitarian staff on the ground is guaranteed.

Beasley said WFP operated in eastern Ukraine from 2014-2018, where Russian-backed separatist have been at war with the government, reaching more than one million people through cash, food vouchers or locally purchased food rations.

The agency operated in both government- and non-government-controlled areas and remains committed to support all affected populations in Ukraine and neighboring countries as needed, he said.

The Black Sea basin is one of the world's most important areas for grain and agricultural production, and the food security impact of the conflict will likely be felt beyond Ukraine's border, especially on the poorest of the poor, Beasley warned in a statement.

He also warned that interruption to the flow of grain out of the Black Sea region will increase prices and add further fuel to food inflation at a time when its affordability is a concern across the globe following the economic damage caused by the Covid-19 pandemic .

Peter Maurer, president of the International Committee of the Red Cross, said, The intensification and spread of the conflict risk a scale of death and destruction that are frightening to contemplate, given the immense military capacities involved.

He said the ICRC's priority is to assist those in need, and this week it delivered 3,000 liters of water to Dokuchaevsk Hospital in the rebel-held east and 7,000 litres to Donetsk municipality and visited detention facilities to help improve hygiene and nutrition.

The security situation permitting, our teams now in Ukraine will continue their work to repair vital infrastructure, support health facilities with medicines and equipment, and support families with food and hygiene items, Maurer said in a statement. We will also continue our bilateral and confidential dialogue with the parties to the conflict to protect those affected by the fighting.

The US Agency for International Development said it has deployed a Disaster Assistance Response Team to respond to growing humanitarian needs stemming from Russia's invasion of Ukraine.

Antonio Viitorino, director general of the UN International Office for Migration, said the eight-year conflict in Ukraine has displaced over 1.4 million people who now rely on assistance to meet their daily needs.

This escalation will only deepen the humanitarian needs and compound the suffering of millions of families, he said, stressing that IOM is committed to staying in Ukraine and will continue to operate in a neutral and impartial manner.

The International Rescue Committee, which has been responding to humanitarian crises in Europe since 2015, said the humanitarian catastrophe from a full-scale war in Ukraine will lead to grave human suffering...innocent deaths, destruction of civilian infrastructure and massive displacement inside the country and across Europe.

Russia-Ukraine Conflict LIVE: EU announces new 'maximum impact' sanctions on Russia

The European Union announced new sanctions on Russia early Friday, CNN reported. The sanctions would target Russia's financial, energy, and transport sectors, visa policy, and include export controls and export financing bans.


The sanctions will have "maximum impact on the Russian economy and political elite," said European Commission President Ursula von der Leyen at a joint news conference with French President Emmanuel Macron, as reported by CNN. “We will hold the Kremlin accountable,” she said.


According to her, the financial sanctions cut Russia’s most important capital markets, and that they are now targeting 70% of the Russian banking market and key state-owned companies.


The sanctions will increase Russia’s borrowing costs, raise inflation, and “gradually erode Russia’s industrial base," she stated.

Ukraine claims to have inflicted 800 casualties among Russian forces

The Ukrainian Defense Ministry has claimed that its armed forces have inflicted some 800 casualties on Russian forces since the attack on Thursday, CNN reported.




It was not immediately clear if the ministry was referring to the number of personnel killed.


According to the Ukrainian Defense Ministry, more than 30 Russian tanks had been destroyed, as well as seven Russian aircraft and six helicopters.

Washington, Feb 25 (PTI) The invasion of Ukraine by Russian President Vladimir Putin is a blatant violation of international law, Indian-American Congressman Ro Khanna said, terming it a "dark moment" in history.

He also called for welcoming Ukrainian asylum seekers into the US.

"President Putin's invasion of Ukraine is a blatant violation of international law. He is responsible for the death and destruction that will continue so long as he continues this assault on global peace and security," Khanna said.

"My heart is with the people of Ukraine who did not want this violence and have done nothing to deserve it. Many innocent civilians are suffering because of Putin's illegal actions," he added.

The Congressman, who recently returned from the Munich Security Conference, said at the conference, the US and its allies reaffirmed their "commitment to defend Ukraine's sovereignty".

"We are united against Putin and his oligarchs and I support the severe and immediate sanctions President Biden announced today to isolate Russia from the global financial system," said Khanna, who represents Silicon Valley in the US House of Representatives.

"We also must welcome Ukrainian asylum seekers into the US and help Ukrainian refugees around the world who are fleeing this war as Putin's invasion unleashes mass suffering throughout the region. This is a dark moment in history, but the people of Ukraine are not alone," he said.

Earlier in the day, US President Joe Biden announced a new round of sanctions targeting Russia after its invasion of Ukraine. The sanctions target Russian banks, oligarchs, and high-tech sectors, he said.

Blinken spoke with Jaishankar to discuss Russia's premeditated, unprovoked, and unjustified attack on Ukraine, State Department Spokesperson Ned Price said in a readout of the call on Thursday.

The call between the two leaders happened soon after a White House news conference by President Joe Biden during which he said his administration is going to have consultations with India on the Ukrainian crisis.

Russia claimed that its army had destroyed more than 70 military targets, including 11 airfields. On the other hand, Ukraine claimed it had killed more than 100 Russian military personnel and destroyed seven Russian planes, four helicopters, more than 10 armored vehicles, a report in The Kyiv Independent said.

On Thursday night, Prime Minister Narendra Modi spoke with Russian President Vladimir Putin over the situation unfolding in Ukraine.


"PM Modi appealed for an immediate cessation of violence, and called for concerted efforts from all sides to return to the path of diplomatic negotiations and dialogue," the PMO said in a statement.


With Ukraine closing its airspace in the wake of a Russian military operation, Foreign Secretary of India Harsh V Shringla said roadways have been mapped out to evacuate Indian nationals from Kyiv.
