Winter Session of Parliament 2022: Government Plans To Introduce 16 New Bills

There will be a total of 17 working days, and the winter session will go on till December 29, 2022. 

New Delhi: In the Winter Session of Parliament, which begins on December 7, the Narendra Modi-led government plans to present 16 new bills, including the Multi-State Cooperative Societies (Amendment) Bill, 2022, and the Trade Marks (Amendment) Bill, 2022. Some of the bills have already been passed by either of the Houses or have been reviewed by Parliamentary committees, and will be taken up for passage in the winter session starting Wednesday.

There will be a total of 17 working days, and the winter session will go on till December 29, 2022. 

However, the data protection bill and bills to amend the banking act, insolvency law, and competition commission act have not been included in the legislative business list.

Let's take a look at the list of 16 bills to be introduced in the Parliament this session for the first time:

The Trade Marks (Amendment) Bill, 2022

This bill seeks to incorporate aspects of the Madrid Registration System, amend the procedure regarding show cause, hearing, opposition hearing, and incorporate electronic communication by Trade Mark Office.

The Geographical Indications of Goods (Registration and Protection) (Amendment) Bill, 2022

lt seeks to simplify procedures and increase accessibility to stakeholders.

The Multi-State Cooperative Societies (Amendment) Bill, 2022

It seeks to strengthen governance and transparency, increase accountability, reform the electoral process, improve the monitoring mechanism, and ensure ease of doing business in Multi-State Cooperative Societies.

The Cantonment Bill, 2022

The bill seeks to facilitate ease of living in Cantonments, make their administration more democratic and efficient, and achieve developmental objectives in line with municipalities across the country.

The Old Grant (Regulation) Bill, 2022

It aims to enhance ease of living while ensuring government rights over land given under certain Governor General Orders; regulate the transfer, sub-division and change of purpose of such lands, and delegate powers for better management of such lands.

The Constitution (Scheduled Tribes) Order (Second Amendment) Bill, 2022

It revises the list of Scheduled Tribes in Tamil Nadu.

The Constitution (Scheduled Tribes) Order (Third Amendment) Bill, 2022

It revises the list of Scheduled Tribes in Himachal Pradesh.

The Constitution (Scheduled Tribes) Order (Fourth Amendment) Bill, 2022

It revises the list of Scheduled Tribes in Karnataka.

The Constitution (Scheduled Tribes) Order (Fifth Amendment) Bill, 2022

It revises the list of Scheduled Castes and Scheduled Tribes in Chhattisgarh.

The Repealing and Amending Bill, 2022

It seeks to repeal redundant and obsolete laws. 

The National Dental Commission Bill, 2022

This bill seeks to repeal the Dentists Act, 1948 and sets up a National Dental Commission. 

The National Nursing and Midwifery Commission Bill, 2022

It seeks to repeal the Indian Nursing Council Act, 1947 and sets up a National Nursing and Midwifery Commission.

The Forest (Conservation) Amendment Bill, 2022

It amends the Forest (Conservation) Act, 1980 to remove ambiguity in the applicability of the Act across different types of lands, and seeks to promote plantation in non-forest areas and conserve the forests.

The Coastal Aquaculture Authority (Amendment) Bill, 2022

It seeks to amend the Coastal Aquaculture Authority Act, 2005 to expand its scope, decriminalise offences under the Act, remove regulatory gaps in the Act, and reduce regulatory compliance burden without diluting principles of environmental protection in coastal areas. 

The North East Water Management Authority Bill, 2022

The bill seeks to repeal the Brahmaputra Board Act, 1980, creates the North East Water Management Authority, which will work as an Integrated Water Resources and Basin Management Organisation for the Brahmaputra and Barak basin.

The Kalakshetra Foundation (Amendment) Bill, 2022

It amends the Kalakshetra Foundation Act, 1993 to empower the Foundation to award certificates, diplomas, graduate, post-graduate and doctoral degrees, and conduct research in dance, theatre, music and other forms of art.

  • The Biological Diversity (Amendment) Bill, 2021
  • The Wild Life (Protection) Amendment Bill, 2021
  • The Energy Conservation (Amendment) Bill, 2022

An all party-meeting is underway at the Parliament ahead of the winter session to discuss the legislative agenda and other important issues.

Defence Minister Rajnath Singh, Parliamentary Affairs Minister Pralhad Joshi, and TMC MP Derek O'Brien are among the attendees.
