The acting Director of the Enforcement Directorate (ED), Rahul Navin, has been empanelled to hold an additional secretary rank at the Centre. The Appointments Committee of the Cabinet (ACC) has approved the upgradation of 11 officers, including Navin, to the level of additional secretary to the government of India.


The ACC, headed by Prime Minister Narendra Modi, has sanctioned the in situ promotion of these officers to the Additional Secretary rank within the Government of India. This tailored initiative aims to accommodate them by temporarily upgrading their current positions.


Accordingly, Shubha Thakur will be additional secretary in the Department of Agriculture and Farmers Welfare, Sanjukta Mudgal in the Culture Ministry, Anant Swarup in the Ministry of Commerce and Industry and Navaljit Kapoor in the Ministry of Tribal Affairs.


Manoj Pandey will now be additional secretary in the Ministry of Corporate Affairs, Anurag Bajpai in the Department of Defence Production, Alok Pande in the Department of Investment and Public Asset Management and Sunil Kumar in the Department of Science and Technology, the order said.


Hanif Qureshi has been appointed as additional secretary in the Ministry of Heavy Industries and Anandrao Vishnu Patil in the Department of School Education and Literacy.






Navin, a seasoned 1993-batch Indian Revenue Service (IRS) officer from the Income Tax cadre, was included in the additional secretary (AS) rank, according to an order issued by the Appointments Committee of the Cabinet (ACC) alongside 15 other officers from diverse cadres, according to a PTI report.


He assumed the role of in-charge Director of the Enforcement Directorate in September, following the end of Sanjay Kumar Mishra's tenure. Navin is experienced in international taxation laws and treaties. His career trajectory includes serving as the Special Director (vigilance) in the ED since his transition from the Income Tax department in 2020.


The ED director's chair already enjoys the status of an additional secretary rank. Mishra, an esteemed 1984-batch IRS officer, was elevated to the secretary rank while at the helm of the ED.
