Parliament Monsoon Session Live: Hello and welcome to the live blog on the Parliament's monsoon session.

The leaders of the opposition alliance's 'INDIA' bloc returned to Delhi on Sunday (July 30) after a two-day Manipur visit. The leaders visited relief camps, met the Manipur governor and urged the authorities to restore peace in the violence-torn state. The issue of Manipur and the opposition's demand for PM Narendra Modi's statement on the matter inside Parliament has been hampering the business of the House for the last two weeks. Now, as the Monsoon session resumes for another week, the leaders are likely to intensify their agitation.

Meanwhile, the Delhi ordinance is likely to be tabled in the Parliament this week which aims to give the Centre control over services in the national capital.

The Janata Dal (United) has issued a three lined whip to the party's Rajya Sabha MPs for the Monsoon session of Parliament to support the party's stand by voting against the Centre's Bil over Delhi Services. Deputy Chairman Harivansh has received a party whip for the first time during his entire tenure, his office told ANI. Aneel Prasad Hegde, Chief Whip of JD(U) in the Rajya Sabha, said all MPs have been issued a whip. 

Aam Aadmi Party leaders also called on former Prime Minister and JD(S) Supremo H D Deve Gowda and appealed to him to fight against the Delhi ordinance. The party leaders in Karnataka led by their state president H N Chandrashekar, popularly known as Mukhyamantri Chandru, called on Gowda, who is an Upper House member, in an attempt to shore up support from non-BJP political parties to defeat the Delhi ordinance in the Rajya Sabha. 

The Lok Sabha will also discuss the no-confidence motion this week.

The Monsoon session of Parliament began on July 20 and will continue till August 11. The session is crucial as the BJP and opposition have sharpened attacks on each other as they gear up for a host of assembly polls this year and the Lok Sabha elections next year.

Parliament Passes Biological Diversity Amendment Bill

Parliament on Tuesday passed the Biological Diversity (Amendment) Bill-2023, which has provisions for sharing the benefits of biodiversity commerce with locals and decriminalises biodiversity-related offences.

Rajya Sabha passed the bill, which amends the Biological Diversity Act of 2002, by a voice vote on Tuesday. Lok Sabha had cleared the proposed legislation on July 25.

Over 50,000 CAPF Personnel Quit Their Jobs In Last 5 Years: Govt To Lok Sabha

A total of 53,336 Central Armed Police Force (CAPF) personnel quit their jobs either taking voluntary retirement or resignation, the Central government told the Lok Sabha on Tuesday.

Of the 53,336 CAPF personnel, 47,000 troops took voluntary retirements while 6,336 resigned from their service from 2018 to 2022.

Rajya Sabha passed the Mediation Bill, 2021 to promote and facilitate mediation, especially institutional mediation, for resolution of disputes, commercial or otherwise, enforce mediated settlement agreements, provide for a body for registration of mediators, to encourage community mediation and to make online mediation as acceptable and cost-effective process.

Govt In Process Of Finalising SOP For Safety Of Journalists: MoS Home Nityanand Rai

The central government is in the process of finalising a standard operating procedure for the safety and security of journalists, the Lok Sabha was informed on Tuesday.

Union Minister of State for Home Nityanand Rai said the central government attaches the highest importance to the safety and security of all residents, including journalists and media persons.

"(The) central government is in the process of finalising a standard operating procedure in this regard, in consultation with various agencies/stakeholders," he said in reply to a written question.
