"Our govt is committed to the welfare of the last person in the society", said PM.
Modi also stressed that there is a need for discussion to bring in change in procedure for elections in the country.
On the occasion Narendra Modi also announced that India will ratify the Conference of Parties (CoP) protocol on combating climate change on the occasion of Mahatma Gandhi's birth anniversary on October 2.
