ABP News Desh Ka Mood TV Show HIGHLIGHTS: Know all about the first political survey of 2021 conducted by ABP News.

ABP News Bureau Last Updated: 15 Jan 2021 07:16 PM
Vaccination: 58 pc covered on day 1 in Pune, 71 refuse

Pune district health authorities managed to vaccinate 58 per cent of registered beneficiaries on Saturday, the first day of the COVID-19 inoculation drive, with nine of them showing "minor side effects", and 71 refusing to turn up, an official said.

The drive kicked off at 31 sites in the district, eight each in Pune municipal and Pimpri Chinchwad municipal corporations and 15 in Pune rural, and the target was to vaccinate 3,100 registered health care workers, he said.

NDA-Ruled States

The Chief Ministers of the ruling alliance are lagging the performance of their leader, PM Modi. While it is understandable that local leaders will lag a charismatic leader like Modi, persistent lag can be a drag on future electoral performance. The saving grace in this case is the relative popularity of NDA CMs over Rahul Gandhi. This is an asset in those states where Congress is the main contender, since the real power behind the throne is the Gandhi family. However this advantage may stand negated when faced with stronger regional players.

UPA-Ruled States

Maharashtra, due its high index of opposition unity is slipping away from the grasp of NDA. The CM of Maharashtra is very popular on account of joint support from Shiv Sena, INC and NCP. Next best is Chattisgarh where the local CM is able to hold fort at a nett approval rating of 1.

Jharkhand and Rajasthan are witnessing their usual cycle of anti-incumbency and NDA may notch some electoral gains on the basis of relative popularity of PM Modi. Prospects of Congress led opposition are mixed at best even after the recent setbacks suffered by the government.

Non-NDA & Non-UPA Ruled States

The Chief Ministers of the states who are unaligned to either of the national parties are doing really well. Only Telangana’s CM is relatively less popular than PM Modi in his state. Andhra Pradesh, Kerala, Delhi, Odisha and West Bengal’s Chief Ministers are relatively more popular than the PM. The inherent message being twofold; first, BJP finds it difficult to unseat non-Congress regional leaders and second, Congress has failed to gravitate anti-BJP or even non-BJP vote towards itself.

Hence it can be concluded that an effective future challenge to the BJP will have to take into account the rejection of Congress’s centrality to opposition leadership.

Survey In Poll Bound States

Among the poll bound states, the CMs of Kerala, West Bengal and Assam have scored way better than the National average, thus indicating a pro-incumbency sentiment in these states as far as Chief Minister candidates are concerned. The CMs of Tamil Nadu and Puducherry are among the bottom lot as far as satisfaction ratings are concerned, indicating
anti-incumbency sentiments brewing up in these states.

Modi Govt on Covid Pandemic

The ABP News CVoter survey reveals that 79 per cent people are satisfied with the measures taken by Modi government to tackle Coronavirus pandemic. However, 12.5 per cent respondents said that they were not happy by the way Centre handled the situation.

Centre's net approval

The Central Government’s net approval rating is closely related to the popularity of Prime Minister Modi. The all India average of 36.5 lags PM Modi’s all India average of 44.55. Electorally this gap between Modi’s popularity and that of his government is defined as the Modi dividend reaped by BJP. Also, similar to the trends in PM Modi’s popularity, the Central Government notches below average nett average in Karnataka,
Bihar, Uttar Pradesh, Haryana, Tamil Nadu and Punjab.

Non-Congress CMs At Par

Non-Congress CMs are at times relatively at par or slightly more popular than PM within their respective states. However even the worst performing BJP/NDA CMs are more popular than Rahul Gandhi in their respective states.

Opposition CMs better than BJP

Seven out of top ten most popular CMs are from Opposition parties, while seven out of ten worst performing CMs are BJP/NDA camp. BJP’s Chief Ministers are the least popular CMs currently. In all such BJP/NDA ruled states the popularity of PM Modi is several notches higher than the popularity of BJP Chief Minister.

Rahul Gandhi's resurgence negative

The survey does not indicate resurgence of Rahul Gandhi as an opposition leader. His all India nett approval rating is -5. Gandhi outperforms his all India average in 10 states out of the 25 surveyed. Saliently, even in these 10 states he breaks into >10 nett approval in only four entities viz Kerala, Tamil Nadu, Jammu and Telangana. Gandhi has been unable to gain from PM Modi’s lukewarm approval in Haryana and Punjab.

In other words voters who are angry with Prime Minister Modi are not moving en mass to Rahul Gandhi.

CMs Performance

Out of those surveyed, 11 State Chief Ministers score higher than the all India average (42.8) nett approval ratings. Odisha, Delhi and Andhra Pradesh have the most popular leaders. Contrariwise 11 Chief Ministers score below the national average. By this metric Punjab, Haryana and Uttarakhand have the three least popular Chief Ministers in the country.

3 large states governed by the BJP or allies score below the national average viz Uttar Pradesh, Karnataka and Bihar. Chief Ministers from Maharashtra and West Bengal are doing better than the national average. It would be an overreach to read too much into the CM ratings as leaders often lag the unpopularity of their governments or legislators. Nevertheless it is an important framework to view the condition of politics.

71% Happy With PM Modi

As many as 71 per cent people are happy with PM Modi's work while 26 per cent feel unhappy with his work. 3 per cent respondents of ABP News survey said that they can't say anything about it.

PM Modi most preferred PM

As many as 60 per cent respondents of the ABP mega survey said that Narendra Modi is their favourite choice for Prime Minister. Rahul Gandhi stands second with 26 per cent people chosing his as PM. 7 per cent people said none of the two should be the PM while 7 per cent said they can't say.

Rahul Gadhi's Leadership

Rahul Gandhi’s leadership seems to be more of a liability rather than an asset for the Congress. All the Congress CM faces are way more popular than their Central leadership. Congress is unable to emerge as a fulcrum of opposition.

PM's Net Popularity Ratings

Nett popularity ratings of Prime Minister Modi are higher (44.55) than all India average in 19 states out of the 25 surveyed. PM Modi scores lower than the national average in two large states of Tamil Nadu and Uttar Pradesh. However, the 45% approval rating in the triangular contest of Uttar Pradesh is electorally extremely significant as the same numbers delivered 70+ Lok Sabha seats and 300+ Vidhan Sabha seats to BJP riding on the same ratings of the Prime Minister.

Amit Shah's Performance

Coming to Union Home Minister, the ABP News survey revealed that as many as 58 per cent people are happy with Amit Shah's performance, whereas 28 per cent are not happy with his work.

PM Modi Ahead Of His Rivals

Despite recent setbacks to his government’s image, PM Modi is heads and shoulders above his rivals in terms of national level popularity. During the Covid-19 crisis, his numbers went up further, just on the lines of pro-Government sentiments across the Globe for leaders who are considered strong decision makers. Modi remains as popular today as he was on May 16, 2014.

Haryana, Kerala & Punjab Lackluster Of PM Modi

Among the smaller and middle sized states Haryana, Kerala and Punjab are lacklustre for PM Modi. Punjab in particular is the only state in the country to return a negative nett approval for Prime Minister Modi. Perhaps a follow on from the current farmer protests.

Most Preferred CMs

Odisha CM Naveen Pattnaik is the most popular CM in the country followed closely by Arvind Kejriwal in Delhi and Jagan Reddy in Andhra. On the other end of spectrum the Uttarakhand CM Trivendra Singh Rawat is arguably the least popular CM in India followed closely by Haryana CM Manohar Lal Khattar and Punjab CM Capt Amarinder Singh with lowest satisfaction ratings in their respective states.

First Mega Survey Of 2021

This is the first political suvey of 2021 which shows mood of the nation as the country is dealing with situations such as Coronavirus pandemic, economic crisis and the ongoing farmers’ protest. The poll conducted by ABP News along with C-Voter shows how efficient, people think, the current Central government led by Prime Minister Narendra Modi is.

Background

New Delhi: Coronavirus, preperations for mega vaccination drive, farmers' protest, economic crisis - with so much happening across the country, ABP News conducted a mega survey to know mood of the nation. The incumbent Central government under the leadership of Prime Minister Narendra Modi is undergoing a litmus test as certain fractions have been critical of the way Bharatiya Janata Party (BJP) is handling the aforementioned factors.

With country trying its best to climb on economic trajectory and thousands of farmers protesting against the three farm bills imposed by the Central government, it becomes important to know what people of the country thinks.

The year 2020 brought an unprecedented pandemic named Coronavirus which killed lakhs of people across the globe and brought countries to a standstill. India was one of the worst-hit nations as it imposed a counrywide lockdown to contain spread of the deadly virus. However, aftermaths of the lockdown was far more dreadful than expected.

Lakhs of migrant workers were forced to walk towards their hometowns and villages with no means of transport on the road. Thousands of working middleclass people lost their jobs, businesses were shut and country's economy turned negative due to Coronavirus-induced lockdown.

However, 2021 came with a ray of hope as India got approval for restricted emergency use of two indeginous Coronavirus vaccine - Covishield and Covaxin. PM Modi will launch India's COVID-19 vaccination drive on January 16 via video conferencing and adequate doses of the two made-in-India vaccines have been delivered across the country to all states and Union Territories.

This will be the world's largest vaccination programme covering the entire length and breadth of the country and all preparations are in place to initiate the programme on the principles of 'Jan Bhagidari', the Prime Minister's Office said in a statement.

Meanwhile, thousands of farmers from Punjab, Haryana and western Uttar Pradesh have been agitating against the three farm laws on the borders of Delhi since November 26. Their main demand is that the government must repeal the three farm laws enacted in September last year.

The ninth round of talks between the government and the agitating farmers ended inconclusively on Friday. The next round of meeting has been scheduled for January 19.
