"GRAP-4 is implemented in Delhi which means entry of trucks with non-essential items is not allowed. But, all the trucks are entering the city without any checking due to the negligence of the officers and air pollution is worsening," Delhi minister Saurabh Bharadwaj told PTI.
Amid high pollution levels in the national capital, Delhi Traffic Police issued over 1,300 challans in a single day to vehicle owners driving without PUC certificates, PTI reported.
Delhi government has decided to bear the entire cost of artificial rain for combating hazardous air pollution in the city and directed the chief secretary to present the government's views before the Supreme Court on Friday, PTI reported.
The Delhi Congress held a silent protest march against the central and state governments over air pollution issue in the national capital, PTI reported.
After the pollution review meeting, Delhi Environment Minister Gopal Rai says, "...Senior officers, secretaries and department HoDs have been asked to be on the ground to monitor the pollution situation. As per the weather department, there may be clouds next two days. It is expected the wind speed will remain the same as today till the next week. In this situation we need to control the sources of pollution."
Speaking on the measures being taken in the national capital to curb air pollution, Gopal Rai said that the city government is trying to reduce all the sources of pollution. He further stated that many strict measures are being taken, which include GRAP.
"The speed of the air has never been still for so long. In this condition, we are trying to reduce all the sources (of pollution). As a blanket layer is there, pollution is trapped inside as well. If we do not control the new pollution, then the level will increase very much... That's why we are taking so many strict measures. Whether it's the winter action plan, GRAP, or implementing the direction given by the Supreme Court,” Gopal Rai said, as quoted by the news agency ANI.
In view of the serious situation of pollution in Delhi, Environment Minister Gopal Rai has called a meeting of all the ministers of Delhi. The meeting will be held at the Delhi Secretariat today. Finance and Revenue Minister Atishi, Health Minister Saurabh Bhardwaj, Transport Minister Kailash Gahlot, Social Welfare Minister Rajkumar Anand and Food and Supply Minister Imran Hussain will be present in the meeting: Office of the Environment Minister.
Maharashtra Chief Minister Eknath Shinde is set to chair a meeting today to review the current pollution situation in the state. The meeting comes as the air quality dips to the 'Very Poor' category in Mumbai.
Air quality in UP's Ghaziabad was recorded in the 'Very poor' category as per the Central Pollution Control Board.
On Delhi pollution, a local resident said, "The condition of pollution is very dangerous for children, old people... I think the government needs to take some corrective measures to control this. Otherwise, things would get out of hand... There is a need for the change of policy from diesel and petrol vehicles to electric vehicles."
Rajasthan: Air Quality Index (AQI) level remains in the 'very poor' category in Hanumangarh district.
The festival of Diwali is approaching, but the residents in the national capital seem to get no respite from the deteriorating air quality as it continued to be in the ' severe' category on Thursday morning. As per the Central Pollution Control Board (CPCB), AQI in Anand Vihar at 432, in RK Puram at 453, in Punjabi Bagh at 444, and in ITO at 441.
"Look at the condition of children. I was speaking with a doctor yesterday, 70% of the children in Delhi are on nebulizers. What is their fault? Just because one man wants to do vote bank politics and befool Delhi the children have to suffer," BJP MP and former Cricketer Gautam Gambhir told ANI.
The Haryana government has taken strict measures against stubble burning, issuing 1,256 challans against the offenders, imposing more than Rs 32 lakh in fines and filing 72 FIRs, Chief Secretary Sanjeev Kaushal said, reported PTI.
"A meeting with the IIT Kanpur team was held regarding the possibility of cloud seeding, that is artificial rain in wake of pollution. In the meeting, it was decided that tomorrow they will send a detailed proposal to the Government. If we receive their proposal, we will present this before the Supreme Court...They (IIT Kanpur) estimate that it can be cloudy on 20-21 November in Delhi. Keeping that in mind, we have asked them to send a proposal and then we will present it before Court...If it is cloudy on 20-21 November and all permissions are obtained the pilot can be executed that day," Delhi minister Gopal Rai told ANI.
Delhi minister Gopal Rai holds a meeting with state minister Atishi and experts from IIT Kanpur at his residence over air pollution in the national capital.
"MCD has taken steps to tackle air pollution in Delhi. The biggest sources of air pollution are construction activities and open burning of garbage. Several teams of MCD are working in the city to make sure open burning of garbage does not happen in the city," Delhi Mayor Shelly Oberoi told PTI.
"The cases of stubble burning in Haryana haven't come down but the state government wants to show that there has been a reduction in the incidents by manipulating the data," AAP leader Anurag Dhanda told PTI.

As per the latest data from CPCB, the AQI in several areas of Mumbai was recorded in the 'Moderate' category. In Deonar AQI was recorded at 155, Bandra Kurla Complex IITM 200, Borivali East 141, Colaba 151, Malad West 177.

With just four days to go until Diwali, there is no respite for residents in the national capital as the air quality in Delhi continued to remain in the 'severe' category on Wednesday morning, according to the Central Pollution Control Board. Amid the issue of air pollution, a cyclist said, "The pollution has increased. We are having difficulty in breathing. AQI has increased. Govt should take steps to curb the pollution," as quoted by the news agency ANI.
On Tuesday, Raj Niwas officials accused the Arvind Kejriwal-led Aam Aadmi Party of deceiving the courts and the public and said that the dossier on GRAP stage IV implementation given to the lieutenant Governor has suggested that there has been no decision taken by the Delhi government on the odd-even automobile rationing plan.
On Tuesday, the top court said that the ban on firecrackers containing barium extends to all states and is not solely limited to the Delhi-NCR region. The apex court had imposed a ban on bursting of firecrackers to curb air and sound pollution. A bench of Justices AS Bopanna and MM Sundresh asked the Rajasthan government to comply with its earlier directions issued by the Court on firecrackers.
Earlier, Delhi Environment Minister Gopal Rai had stated that the Delhi administration will consider the orders issued by the Supreme Court while completing the odd-even system. All schools in the District Gautam Budha Nagar have been asked to follow the implementation of the Graded Responses Action Plan Stage 4 order and discontinue physical classes from pre-school to class 9 up to November 10 and shift to online mode.
In view of the rising air pollution, doctors have advised residents in the national capital and other states like Haryana, Uttar Pradesh and Punjab to not move out unnecessarily and stay indoors to ensure safety and avoid health problems.
