The Central Vigilance Commission (CVC) called on all government departments, public sector banks, and insurance firms and urged them to make sure that disciplinary cases are concluded within the set timelines, without any inordinate delay. 


Issuing an order, the commission said that along with the Department of Personnel and Training (DoPT), it has provided multiple guidelines, stressing the organisations to ensure timely conclusion of disciplinary proceedings, reported PTI. It added that however, “It has been observed that on many occasions, there is inordinate delay in bringing the cases to logical conclusion, which is against the principles of natural justice and also defeats the very purpose of initiating disciplinary action.”


Regarding the guidelines issued by the body along with the DoPT, it added that these instructions need to be strictly followed by the disciplinary authorities and any others concerned. It urged the chief vigilance officers (CVOs) in respective organisations to ensure these guidelines are brought to the attention of the CEO and other authorities concerned. 


The commission also asked the officers to continue follow ups on the pending cases and ensure they are concluded within the timelines. “In order to ensure a timely and smooth completion of disciplinary proceedings, training needs to be imparted to the prospective and current inquiry officers (IOs) and presenting officers (POs), which will help create a pool of trained IOs and POs in the respective organisations,” the order read.


Further, the body in its order said that the reporting/reviewing officers should take cognisance in the annual performance appraisal reports (APARs) of the IOs/POs serving as public servants, who ensure timely completion of departmental proceedings. 


The commission also fixed a time limit of six months for the IOs to conclude an inquiry and provide a report to the concerned authority, in a separate order.
