In the Union Budget 2021, the government laid emphasis on infrastructure development be it for Agriculture or Health sector. It detailed various aspects such as the government's disinvestment plan, National Highway schemes, allocation to Indian Railways and more.
However, for the middle-class taxpayers, Finance Minister Nirmala Sitharaman chose to keep the Income Tax slabs unchanged for 2021 fiscal with incumbent standard deduction or Section 80C limit. It is also noteworthy that no cess was announced for higher-income groups.

Meanwhile, in a relief for those above the age of 75 years, the government decided to do away with the burden of Income Tax Return (ITR) filing and get pensions and bank interest as the only source of income.
Agricultural Infrastructure and Development CESS of Rs 2.5 per litre on petrol and Rs 4 on diesel will also be levied. However, Nirmala Sitharaman assured that this change will not affect the end-user which is the common man. Finance Minister said that there would be no additional burden on the consumer overall as she has also proposed to reduce Basic Customs Duty on these items.
