Is Nepal Defence minister trying to cause rift amid Indian Army, Gurkhas?

The Defence Minister of Nepal said that the comments of the Indian Army chief would have hurt the sentiments of Gorkhas. General Manoj Mukund Naravane had said that Nepal was acting at the behest of others in raising border dispute. Now experts opine that the comment of Ishwar Pokhrel was a try to cause rift between Indian army and the Gorkhas.
