Congress has been blaming BJP for the target killing cases in Jammu and Kashmir as two Kashmiri Pandit brothers were attacked in a firing incident by terrorists, and one of them died. The target killing has increased by terrorists to hold on their ground after article 370 was removed from Jammu and Kashmir.
