Will Corona vaccine be available for few Indians in 2021?

Health Secretary, Rajesh Bhushan, gave bad news on Tuesday when he said that the government never promised for entire country's vaccination by the year 2021. He said that first the vaccine will arrive and then analysis would be done on how and who all to be vaccinated.
