Who is responsible for Delhi's deteriorating air quality?

The Supreme Court took a serious view of the situation in Delhi after the air quality deteriorated to worst. On the other hand, a political debate has started on Delhi government blaming Haryana for the pollution while the opposition parties are accusing AAP government for not taking the matter seriously.
