The Uttar Pradesh Police have informed the Supreme Court that gangster Vikas Dubey did not surrender after the Ujjain police verified his identity and took him into custody. According to the UP government, the motive of Dubey was not only to flee but also kill the policemen to create terror in the minds of the people as well as police.
