A hawk sitting on the flag of Puri Jagannath Temple an ill omen?

Even in the super windy situation a hawk kept sitting on the flag of the Puri's Jagannath Temple for entire 10 minutes. Locals are saying that it is an ill omen. This year, following the direction of the Supreme Court, Rath Yatra was held without devotees in view of prevailing COVID-19 situation. 
The ceremonial procession of the deities is known as "Pahandi".
