Ghanti Bajao: Is 'ban' the only solution to all problems?

India suffers due to severe air pollution post cracker burning. The crackers are banned but still people bursted crackers and celebrated Diwali. Few called it a tradition, few wanted to do it as it was a festival. But is ban the only solution to all our problems? Can't a solution be found instead of banning things straightaway?
