MP's Home Minister Narottam Mishra To Enact A Law On Love Jihad

Home Minister of Madhya Pradesh Narottam Mishra claims that a law will be made against Love Jihad. Those engaging in love jihad can be punished for up to five years. There will be a provision in the law that the couple getting married will have to apply to the Collector a month in advance. But can the Legislative Assembly make such laws and will such laws survive in the court or will there be no benefit from such laws?
