Chennai: The Madras High Court has issued directions to private schools to provide transfer certificates within a week of students' giving applications without insisting on paying the fees. The Court also directed students and parents to submit an application with the current school if they want transfer certificates to switch their ward to another school.
According to ABP Nadu, the Court issued directions while hearing the case by District Self Financing Schools Association that sought schools to refrain from admitting wards to any classes without transfer certificates. The case came up for hearing before the bench of Justice Anand Venkatesh who directed schools to issue Transfer Certificates within one week. The Court said that if there are any issues between parents and school management overpayment of fees, the issue should be worked out in a manner known to law and schools cannot deny issuing Transfer Certificates to students.

The Court said that if schools refuse to provide transfer certificates, the parents can give a complaint to the Chief Educational Officer, who should immediately act on the complaint. The CEO should ensure that the students get TCs and if they do not get TCs and are found to violate the law contempt of court proceedings will be taken in this regard, said Justice Anand Venkatesh. The Court has told the Commissioner of School Education to issue a circular on the directions.
The justice said that the directions are issued due to the pandemic situation and relevant enactments and regulations will be put back in place once normalcy is restored. Earlier, Madras HC ordered private schools in Tamil Nadu to collect 75% fees for the academic year 2021-22.
