Officials from Uttar Pradesh and Bihar have swung into action in the wake of the basement flooding at a coaching centre in Delhi's Old Rajinder Nagar that killed three UPSC aspirants. The three students died after the floodwater inundated the basement of Rau's IAS Study Circle which was being used as a library.
In wake of the incident, Uttar Pradesh additional chief secretary for housing and urban development, Nitin Gokarn has issued directions to the Development Authorities. In a letter dated July 29, the additional chief secretary directed Development authorities to stop illegal activities in basements. He also directed that no digging is to be done in basements during rain.
Patna District Magistrate has also formed an investigation team to check all coaching centres across the district.
The investigation team has been directed to check the status of due registration of coaching institutions and the status of compliance with safety standards.
The centres are also to be checked for compliance with building byelaws and arrangement of fire exits.
Adequate arrangements for entry and exit gates in coaching institutes and arrangements to deal with emergencies will also be reviewed by the team.

The investigation team has been directed to ensure that the detailed investigation report is made available within two weeks.
“Keeping Delhi’s incident in mind, the district administration in Patna has directed officials concerned of all sub-divisions to verify documents of all coaching centres. The documents of the coaching centres that need to be verified include permission and other no-objection certificates from the authorities,” Patna District Magistrate Chandrashekhar Singh told PTI on Monday.
