Five percent (about 28 million) of the country's population still doesn't have their Aadhaar card. It majorly includes religious minorities and people who come under the category of Schedule Tribe. As per a recent survey, about 30 percent homeless and 27 percent people coming under the category of third gender, do not have Aadhaar. So has the Modi government failed to make Aadhar accessible to minorities of various sections?
