Manipur Violence: SC Seeks SG Mehta's Assistance On 3 Reports Submitted By Ex-Women Judges' Panel

The Supreme Court has asked Solicitor General Tushar Mehta's assistance after former women judges' panel submitted three reports on Manipur violence.

Manipur Violence: The Supreme Court on Monday said that three reports have been submitted by the committee headed by Justice (retd) Gita Mittal in the Manipur violence matter, reported ANI. The court has asked Solicitor General Tushar Mehta to go through the report and sought his assistance in the case. This comes days after the top court appointed three former judges to constitute a committee to look into the investigation, relief and remedial measures, compensation, and rehabilitation in Manipur which has been in the grip of ethnic violence for the last three months. 

According to PTI, the panel told the apex court that essential documents of victims of Manipur violence need to be reissued.

The court has meanwhile said it will pass orders on August 25 to facilitate the proper functioning of the former judges' committee. It said that certain procedural directions would require to be issued for administrative assistance, to meet financial expenses of the committee, etc, reported ANI.

The top court ordered that three reports filed by the Committee be given to advocates in the case.

Notably, the committee consists of all three women former judges — Justice Asha Menon, Shalini Joshi, and Gita Mittal. Justice Asha Menon is a former judge of the Delhi High Court, whereas Justice Shalini Joshi is a former judge at the Bombay High Court and Justice Gita Mittal was the Chief Justice of the Jammu and Kashmir High Court. 

Hearing pleas on the Manipur ethnic violence, the apex court appointed a committee of three former High Court judges and also proposed that at least five officers of rank at least Deputy Superintendent of Police (Dy SP) be brought into by the CBI from various states for the probe in the 11 cases being handled by the central agency.

CJI DY Chandrachud-led bench had recommended bringing six DIG Rank officers from outside the state for supervision into the probe.

"We are proposing to direct that there shall be five officers of rank at least DySP who will be brought into CBI from various states...to oversee the investigation into these FIRs. These officers will also function within four corners of administrative set up of the CBI and will be supervised by the joint director of CBI," the top court said.

The court further said, "We will not supplant the CBI since it is looking at it...We are not casting aspersion on CBI,". The bench, however, refused to transfer the trial in the cases to a state outside Manipur.
