RJD MP Urges President Murmu To Consider Imposing Prez Rule In Manipur

Janta Dal (RJD) Rajya Sabha MP Manoj Kumar Jha on Friday wrote a letter to President Droupadi Murmu to express deep concerns about the recent spate of violence in Manipur, which has been alarmingly widespread and has resulted in the loss of life and property and urged her to consider imposing President's rule in Manipur. Manoj Kumar Jha in a letter to President said, "I am writing to express my deep concern about the recent spate of violence in Manipur, which has been alarmingly widespread and has resulted in loss of life and property."

"As you know, Manipur has a complex ethnic and political landscape, with several communities living in the region. Ethnic conflicts with their roots in the colonial era have been a significant challenge for the state. The demand for Scheduled Tribe status for the Meitei community has been a contentious issue, with other communities in Manipur opposing it" he added

Upper House MP from Bihar Manoj Kumar Jha further said in a letter that this issue has led to violence and protests in the past, and the recent escalation of violence is a matter of grave concern, he stated. The situation has only worsened recently due to the partisan attitude of the state government and its complete failure to maintain law and order, he further stated.

"You might be aware that the violence has affected innocent civilians, disrupted normal life, and created an atmosphere of fear and insecurity. Majoritarian violence in one state of the country conveys impunity for similar violence in the rest of the country and provides encouragement to destabilizing forces, I, therefore, urge you to consider imposing the President's Rule in Manipur," he added.

Indian Army on Thursday informed that the situation in Moreh and Kangpokpi was brought under control and is stable. All efforts are underway to restore normalcy in Imphal and Churachandpur, the Spear Corps informed in a tweet. A precautionary build-up of additional troops in Manipur will continue. Additional columns were also redeployed from Nagaland. In addition, Indian Air Force will be undertaking flying operations to induct additional Indian Army columns commencing from Guwahati and Tezpur.

It also warned against fake videos being circulated on the security situation in Manipur including a video of an attack on Assam Rifles by inimical elements for vested interests. Indian Army requested all to rely on content through official and verified sources only.

The Manipur government on Thursday issued 'shoot at sight' orders to contain spiralling violence in the state between tribals and the majority Meitei community which has displaced over 9,000 people from their villages.

Trouble started brewing in the state on April 27, 2023, after incidents of violence, including vandalising of government properties, arson and subsequently setting the venue, where Manipur Chief Minister N Biren Singh was scheduled to inaugurate a facility, was reported after agitated crowds, led by the Indigenous Tribal Leaders' Forum, who objected to the Bharatiya Janata Party-led state government's survey of reserved and protected forest areas besides the wetlands in the state, went on a rampage.

On Wednesday, the Manipur government ordered the suspension of mobile internet services for five more days in the wake of fresh violence in the Churachandpur and Bishnupur districts. Violence broke out and tension escalated during a rally organised by the All Tribal Students Union, Manipur (ATSUM). The silent rally by ATSUM, protesting against the inclusion of the Meitei/Meetei community in the Scheduled Tribe (ST) category, all of a sudden turned ugly with protestors being severely injured.

According to a statement issued by P Doungel, the Director General of Police (DGP), Manipur,  "The situation is still tense and volatile in the hill districts of Bishnupur and Churachandpur. Some anti-social elements are using social media extensively for circulating images, hate speech and hate video messages inciting the passions of the public. Social media has become a handy tool for rumour-mongers and is being used to incite the general public which might have serious repercussions for the law and order situation in the state.

On the other hand, in view of the prevailing law and order situation in the Bishnupur district, the Deputy Commissioner of the violence-torn district has passed prohibitory orders under Section 144 of Code of Criminal Procedure (CrPC), to prevent any breach of peace, disturbance to public tranquility and danger to human life and property,

The prohibitory order signed by Bishnupur Deputy Commissioner Lourembam Bikram read, “With this, the Bishnupur district administration has termed assembly of five or more persons unlawful in the area. Moreover, carrying sticks, stones, firearms and weapons of any description or objects which can be used as offensive weapons have been prohibited as a preventive measure  that is likely to prevent a breach of peace, disturbance to public tranquility and grave danger to human lives and properties.”

Meanwhile, the Manipur police have claimed that the Myanmarese nationals, who have illegally entered the state, were also involved in the arson. Moreover, the forum has accused the state government of having demolished a few churches in the state.
