New Delhi: The annual United Nations climate change summit, known as the Conference of the Parties or COP28, is scheduled to take place from November 30 to December 12 in Dubai.

The chief executive of the UAE state-owned oil company Adnoc, Sultan al-Jaber will preside over the conference.

What is COP?

COP, the primary decision-making body of The United Nations Framework Convention on Climate Change (UNFCCC), stands for "Conference of the Parties." It consists of 197 countries that consented to the UNFCCC in 1992.

The leaders from member countries have met every year since 1995 to assess what the world is doing to combat global temperature rise and climate change, according to the Washington Post.

At the COP, the member countries "review the implementation of the Convention and any other legal instruments that the COP adopts and take decisions necessary to promote the effective implementation of the Convention, including institutional and administrative arrangements," the United Nations stated.

When is COP28?

The summit is officially scheduled from November 30 to December 12 at Expo City in Dubai, UAE.

Who will and won’t attend this year?

Brazilian President Luiz Inácio Lula da Silva, British Prime Minister Rishi Sunak, and King Charles III are expected to attend the conference. While, Pope Francis, Chinese President Xi Jinping, Russian President Vladimir Putin, and President Joe Biden will not attend this year's summit, the Washington Post report said.

What is the agenda of COP28?

One of the key goals of each annual COP is to assess and calibrate the implementation of the terms outlined in the UNFCCC, the Paris Agreement, and the Kyoto Protocol.

This year's main agenda item is the “global stocktake,” an assessment of whether the world is on track to meet the goal of the Paris Agreement, reported Al Jazeera.

Another agenda is to hold negotiations over a new fund to compensate poor countries for “loss and damage” — UN jargon for the ravages of global warming.

According to Al Jazeera, the 13-day conference is also expected to focus on reducing the use of fossil fuels and carbon emissions.
