The Rajya Sabha on Wednesday passed the Government of National Capital Territory of Delhi (Amendment) Bill, 2021 amidst multiple adjournments and the opposition staged a walkout. The Bill enhances the powers of the Lieutenant Governor (L-G) of Delhi.
During the discussion over the Government of National Capital Territory of Delhi (Amendment) Bill, 2021 in the Upper House, BJD decided not to support the Bill by not participating in the voting amid loud protests. Calling the Bill anti-constitutional, YSRCP, Congress staged a walkout.
Earlier in the day, Shiromani Akali Dal, AAP, TMC, DMK, SP, CPI (M), and RJD too joined the chorus as they registered dissent and asserted that the NCT of Delhi (Amendment) Bill should be referred to the select committee.
The Lok Sabha on Monday passed the Government of National Capital Territory of Delhi (Amendment) Bill, 2021 amid heavy opposition. The bill defines certain roles and rights of the Lieutenant Governor of Delhi (LG). Showing thumbs up for the bill, the Central government on Monday said that the GNCTD (Amendment) Bill has been brought to end ambiguity in running the affairs of the national capital.
President appoints the Delhi LG as the Union Territory's Administrator. The subject can be referred to the President if there's a difference of opinion. After the amendment in the Bill, 'Government' shall mean the Lieutenant Governor of the National Capital Territory of Delhi.
"Please do not say that it is a political bill. It is being brought to end ambiguity in certain issues as Delhi is a Union Territory. It will end certain confusion or technicality and enhance the efficiency of the administration," PTI quoted Union Minister of State for Home G Kishan Reddy.
