The move has come after Chief Minister earlier today told that has has spoken to Prime Minister Narendra Modi about Governor Kalraj Mishra's "behavior" and intentionally delaying the state assembly session.
However, Mishra in his response denied the allegations made by the Congress and said that he had no intention of not convening the Assembly session, adding "it would be difficult to call all MLAs at short notice during the pandemic."
In a statement issued on Monday afternoon, the Rajasthan Raj Bhavan said that the state Governor has asked the Ashok Gehlot Government to deliberate on three aspects: 21-day notice period before convening session, maintaining social distancing norms and certain conditions to be followed, in case confidence motion is moved.
The Ashok Gehlot-led Congress government in Rajasthan has been in major crisis ever since his deputy Sachin Pilot, who has been removed from his post in the government and Congress party, turned rebel with some MLA supporting him.
The Gehlot government has been keen on holding the assembly session to prove the majority but their request to hold an urgent assembly session was turned down by state governor.

On Sunday, CM sent a fresh proposal to Mishra, requesting him to start the state assembly session to discuss bills. According to the reports, the date proposed for the session was mentioned as July 31 and the agenda mentioned in the proposal is Coronavirus pandemic, not the 'floor test'.
Meanwhile, in another development of the day, Rajasthan Assembly Speaker CP Joshi on Monday withdrew his plea in Supreme Court, against the High Court order asking him to defer his decision on disqualification notices issued to former Deputy Chief Minister Sachin Pilot and 18 other MLAs.
