New Delhi: Prime Minister Narendra Modi on Saturday said that after India's independence, recruitment in law and order needed reforms but the nation lagged behind in the same.


The statement came after PM Modi dedicated to the nation the building of Rashtriya Raksha University (RRU) in Gandhinagar.


Union Home Minister Amit Shah along with Governor Acharya Devvrat and CM Bhupendra Patel were also present at the occasion.

PM Modi delivered the first convocation address of the Rashtriya Raksha University as the chief guest today where he stressed the need for training people to meet new security challenges.


"Post-independence, there was a need for reforms in the country's security apparatus. A perception was developed that we have to be careful of the uniformed personnel. But it has transformed now. When people see uniformed personnel now, they get the assurance of help," PM Modi said, as quoted by news agency ANI.






"We have seen during the COVID pandemic, many policemen in uniform gave food and medicines to the needy during the lockdown. People saw the humane face of the police," he added in the convocation address.





He highlighted that technology has now become a potential weapon in the security apparatus and now specially-abled people can also contribute to the security sector.


"Technology has now become a potential weapon in the security apparatus. Mere physical training is not enough to be in security forces, now specially-abled people can also contribute to the security sector despite not being physically fit," the Prime Minister said.


"The earlier scenario was very different as the security forces had more time to prepare. Now technology, transportation and communication have improved. Today's policing requires skills like negotiating and other soft skills needed to function in a democratic scenario," he added.


PM Modi mentioned that the Gandhinagar area has National Law University, Raksha University and Forensic Science University and emphasised the need for synergy among the institutions through regularly combined symposiums to create a holistic education in these related fields.


"Never make the mistake of treating this as a Police University. This is a Raksha University that takes care of the security of the country in its entirety," he stressed.


PM Modi Emphasises Importance Of Stress Management


Speaking about the Dandi March on its 92nd anniversary, the Prime Minister said: "The movement under the leadership of Gandhiji against the injustice made the British government realize the collective power of Indians".


He also emphasised the importance of stress management for the security personnel. He noted the shrinking support system for police personnel in dealing with the stress of the job and spoke about the need for experts to help through initiatives, including Yoga.


"Stress-free training activities is the need of the hour for strengthening the country's security apparatus," he added.


PM Modi also urged the students that they should always keep the values of humanity integral to their uniform and there should never be a dearth of service spirit.


"We are seeing greater participation of women in the defence sector; be it science, Shiksha (education) or Suraksha (security), women are leading from the front," he said.


Beginning his two-day visit to Gujarat, Narendra Modi held a grand roadshow in Ahemadabad on Friday after the BJP achieved a massive victory in four states.


Ahead of the visit to RRU today, he held another roadshow in Gandhinagar's Dahegam.


Today, Prime Minister Modi will declare open the 11th Khel Mahakumbh and deliver an address on the occasion at 6:30 PM.

Rashtriya Raksha University (RRU) was set up in 2020 to meet the need for high-quality trained manpower in various wings of policing, criminal justice, and correctional administration. The national police university, now known as Rashtriya Raksha University, was formerly called the Raksha Shakti University and established in 2010.


The university aims to develop synergies with the private sector by leveraging knowledge and resources from the industry and would also set up centres of excellence in various fields relating to police and security.


On the other hand, Khel Mahakumbh, which has revolutionised the sports ecosystem in Gujarat, had started in 2010 under the leadership of the then chief minister Narendra Modi. With 16 sports and 13 lakh participants, Khel Mahakumbh today encompasses 36 general sports and 26 para-sports. Over 45 lakh sportspersons have registered for 11th Khel Mahakumbh.


 With no age bar, the event witnesses participation of people from across the state who compete in various events over a period of one month. It is a unique confluence of traditional sports like kabaddi, kho-kho, tug of war, yogasana, mallakhambh, and modern sports like artistic skating, tennis, and fencing.
