New Delhi: Parliament continued to witness uproar and protests on Wednesday over the issue of violence in Manipur as new bills were introduced and passed in both Houses. While the Opposition demanded a statement from Prime Minister Narendra Modi on the ongoing Manipur crisis, the ruling BJP claimed that the Opposition is "running away" from the discussion.


Both houses of Parliament on Wednesday were adjourned amid bedlam over the Manipur issue. There was no debate on the Delhi Services Bill today, which was introduced by Union Minister Nityanand Rai on Tuesday. The Bill aims to replace the contentious Ordinance on the control of services in the national capital.


Meanwhile, the debate on the no-confidence motion, which was moved by the Opposition in Lok Sabha against the government, will begin on August 8, and the Prime Minister is expected to reply on August 10.

The Rajya Sabha passed the Jan Vishwas (Amendment of Provisions) Bill, 2023, which seeks to promote ease of business by decriminalising minor offences by amending 183 provisions in 42 acts.








Rajya Sabha passed the Mines and Minerals (Development and Regulation) Amendment Bill, 2023 with a voice vote. 

 

Speaking on the Bill, Minister of Coal and Mines Pralhad Joshi said the Act regulates the mining sector and the Bill is very important in view of the global scenario relating to the mining sector.

 

The Forest (Conservation) Amendment Bill, 2023, was passed by Rajya Sabha. It was introduced by the Union Minister of Environment, Forest and Climate Change Bhupendra Yadav. The Bill was passed by Lok Sabha on July 26.

 

Members of the opposition INDIA bloc parties walked out of the Rajya Sabha demanding a discussion on the Manipur issue.




Amid continued ruckus in Lok Sabha, Speaker Om Birla has expressed displeasure with both the ruling party and the opposition over the functioning of the House, ANI reported. Birla told both sides that he will not come to Lok Sabha until MPs behave according to the dignity of the House. On Wednesday too, when the proceedings of the House started, Birla did not come to the Speaker's seat.


Union Minister of Commerce and Industry Piyush Goyal on Wednesday moved the Jan Vishwas (Amendment of Provisions) Bill, 2022 in the Rajya Sabha for discussion.






The Ministry of Parliamentary Affairs fixed 17 hours for the discussion on the motion of no-confidence that has been brought by the Opposition parties against the PM Modi-led government. On August 10, PM Modi will reply to the motion at 11 am.







Opposition bloc INDIA on Wednesday submitted a memorandum to President Droupadi Murmu over their demand for PM Modi's statement in Parliament on the Manipur issue.


"31 members of the INDIA alliance met President Murmu and 21 MPs' delegation that visited Manipur briefed her on the situation there. We submitted a memorandum to the President. We briefed the President, especially on atrocities against women, rehabilitation and other conditions in Manipur,...Our main demand is that PM should visit Manipur and take steps towards restoring peace in the state," Kharge told news agency ANI.
