The House works according to the rules and Speaker is the custodian of the House but Rahul Gandhi kept attacking the Speaker. The representatives of 140 crore people of the country sit in the Parliament. Rahul Gandhi has always been to speak according to the rules but he has always been breaking the rules. Since Rahul Gandhi has now become the LoP, he will have to work according to the rules of the Parliament. No one is above the rules or the Constitution. "My Zero Hour notice is on demand for revising coal royalty for Odisha. I rise to demand the revising of coal royalty for the state of Odisha which has been pending for the last 12 years. Odisha is among the top two states in the country that produces maximum coal which powers the energy security of this country. This is a matter which obviously calls for compensation but no compensation can be enough for the tragic loss of life of a young man cut short in his prime. There are a number of serious issues that need to be addressed - there is sadly a level of violations of basic norms when it comes to building codes, fire safety, flood safety and so on, that is rampant in the city. The corporation also has responsibility. I have seen in the hands of a journalist a certificate of clearance issued on 9 July. The corporation allows these people to do what they're doing, saying they're in compliance..."
Old Rajinder Nagar incident | "It's a painful incident. It's the responsibility of the officers to plan and provide NOCs, the question is who all are responsible and what actions are being taken against them. It's not just a single case of illegal building, we are seeing it in UP that illegal buildings are being bulldozed, will this govt will run a bulldozer here or not?" says Samajwadi Party MP Akhilesh Yadav, in Lok Sabha.
Speaking about the Old Rajinder Nagar incident, in Lok Sabha, BJP MP Bansuri Swaraj says, "...Those students were in Delhi for the preparation of IAS examinations, but sadly I have to say that due to criminal negligence of Delhi govt, those students have lost their lives. The cause of death of these three students is the utter and absolute apathy of the Aam Aadmi Party ruling dispensation in Delhi... For a decade, AAP has been enjoying power in Delhi, but not doing work for the people of Delhi. MCD has been under AAP for the last 2 years and Delhi Jal Board is also under them. The residents of Old Rajinder Nagar were continuously complaining to the local MLA, Councillor and officers - the MLA kept doing satire but didn't take any action. I request the Home Ministry to form a committee to investigate the matter..."
The Rajya Sabha on Monday held a short-duration discussion to flag the death of three students who drowned in the flooded basement of an east Delhi coaching center. "Coaching has become virtually commerce. Every time we read a newspaper, the front one or two pages are of their advertisements," said Chairperson Jagdeep Dhankhar during the discussion.

Describing the Emergency as a painful, dark period, Rajya Sabha Chairperson Jagdeep Dhankhar on Saturday said if that period is ignored, the Parliament has done well. Addressing new MPs of the Rajya Sabha at an orientation programme in Delhi, Dhankhar said, "There has been only one painful, heart wrenching dark period and that was when Emergency was declared."
"During the period, the Constitution was reduced to just a paper, he said. It was shredded and leaders were jailed. MISA (Maintenance of Internal Security Act) became a draconian word. One of the senior politicians of the country, Lalu Prasad Yadav, was so moved and touched by the atrocities of the Emergency that he named his child Misa," he said.
A parliamentary panel has highlighted significant delays in the installation of telemetry systems vital for real-time data collection and flood forecasting in some critical flood-prone areas. The committee's report on the performance audit of schemes for flood control and forecasting, submitted to the 17th Lok Sabha and tabled in the 18th Lok Sabha on Friday, underscores the need for urgent action to ensure timely and effective flood management.
According to the report, the installation of telemetry systems -- vital for real-time data collection and flood forecasting -- had been completed at all stations except three: Khanabal under the Chenab division, and Sara Thang and Dambong under the Gangtok division.The delay at Khanabal is attributed to a court case pending since 2018 while non-clearance from the forest department has stalled installations at Sara Thang and Dambong since 2017.
Congress' deputy leader in the Lok Sabha Gaurav Gogoi on Saturday wrote to Speaker Om Birla, expressing deep concern over deteriorating standards of parliamentary conduct in the House as he cited instances of ministers allegedly making objectionable remarks against opposition leaders. Gogoi alleged that Union Ministers Rajiv Ranjan Singh and Ravneet Singh Bittu used threatening and unparliamentary language against former Haryana chief minister Bhupinder Singh Hooda and Rajya Sabha MP Sonia Gandhi, respectively.
In his letter to Birla, the Congress MP from Assam's Jorhat sought the Lok Sabha speaker's immediate intervention in the matter and hoped that he would take prompt action against those making deplorable statements against members of Parliament. "I am writing to you to express my deep concern about the deteriorating standards of parliamentary conduct in the Lok Sabha as evidenced by several instances from the ongoing Monsoon Session. Often, it is the ministers of the government themselves who make unparliamentary, objectionable and threatening remarks against members of opposition parties," Gogoi said in the letter.
He claimed that on July 26 Union Minister Rajiv Ranjan Singh used threatening language against former Haryana chief minister Bhupender Singh Hooda who is not a member of Parliament.
Union minister Hardeep Singh Puri on Saturday denied the allegation that the Union budget favoured Andhra Pradesh, stating that it only fulfilled the commitment made under the State Reorganisation Act passed during a Congress regime.He was speaking at a press conference on the budget, organised by the Gujarat BJP here.
Puri was asked about the Opposition's allegation that the budget presented by finance minister Nirmala Sitharaman only benefited Bihar and Andhra Pradesh, the states respectively governed by JD(U) and TDP, key allies of the BJP-led government at the Centre. "Ask them who signed the State Reorganisation Act....It was the Congress government. It is your commitment. We are fulfilling your commitment, he said. The Act of 2014 divided erstwhile Andhra Pradesh, carving out a new state of Telangana. Prime Minister Narendra Modi announced Rs 1 lakh crore-worth projects for Maharashtra during his Mumbai visit, including a Rs 76,000 crore port project that will create 10 lakh jobs," Puri said.
Vice President and Rajya Sabha Speaker Jagdeep Dhankhar on Saturday emphasised the paramount role of Parliament in preserving the Constitution and safeguarding democracy. Dhankhar, while addressing the members of the Upper House at the inauguration of a two-day orientation programme for the newly elected and nominated Members of Rajya Sabha at Parliament House, said the Members of Parliament (MPs) are the most serious guardians of democracy, especially if there is any crisis on democracy or a blow to democratic values.
"Whatever happens inside the Parliament, no one can interfere in it except the Chair, neither the executive nor any other institution. Parliament is supreme for its procedure and for its proceedings. Any proceeding in the House or in Parliament is beyond review, either by the executive or any other authority," he said.

Tamil Nadu Chief Minister M K Stalin on Saturday launched a sharp attack against the ruling BJP at the Centre over the 2024-25 Union Budget, calling it a 'revenge' taken by the saffron party against the country and warned it will face more electoral defeats since it was committing mistake after mistake.

Union Minister Virendra Kumar on Sunday said the opposition's allegations on the Union budget for 2024-25 being discriminatory towards some states were completely baseless and stemmed from the frustration of defeat in the recent Lok Sabha polls. The Union Minister for Social Justice and Empowerment said the Narendra Modi government treats everyone equally working on the concept of 'Sabka Sath, Sabka Vikas'.
"There is no discrimination against any state in the budget. These parties are going through a phase of frustration, disappointment and sadness as the voters have made them sit in the opposition for the third consecutive term. They are making baseless statements out of frustration," he told reporters at the Bharatiya Janata Party office in Indore.
The Left-led state government in Kerala should not delay the protest against the union government which has ignored Kerala in the recently presented Union Budget, the opposition Congress-led UDF said on Sunday. UDF Convenor M M Hassan said it is suspected that there is some ulterior political motive behind the delay in protest by the state government.
The ruling CPI(M) has protested against the neglect of the union government against Kerala but the state government has not registered any major protest in this regard, Hassan alleged. The senior Congress leader alleged that even though Chief Minister Pinarayi Vijayan had said that the budget was discriminatory towards the state, no steps have been taken so far for a joint protest against the union government.

LoP Rahul Gandhi Likely To Speak On Union Budget In Lok Sabha Today
Leader of the Opposition Rahul Gandhi is likely to speak on the General Budget 2024-25 at 2 pm in the Lower House. Quoting sources, news agency ANI reported that Congress MPs believe that, as the Leader of the Opposition, Rahul must address the House. Earlier, in a meeting with Congress Lok Sabha MPs, Rahul Gandhi stated that since he has already spoken during the special session of Parliament, he believes others should also be given a chance on a rotational basis, instead of him speaking every time.
As per the sources, party MPs are insisting that Rahul's address will have a significant impact as the Leader of the Opposition, and thus he should speak. According to sources, Rahul has not made a final decision yet, but due to the pressure from MPs, he will decide on Monday morning. Earlier, the Raebareli MP had hit out at the ruling Bharatiya Janata Party (BJP) over the Union Budget presented on Tuesday, saying that it is an attack on the "dignity of India's federal structure". "This budget is an attack on the dignity of India's federal structure - in the greed to save power, there is neglect of other states of the country, there is discrimination against them," he wrote in a post on Facebook. The Congress MP also participated in an INDIA bloc protest against the Budget at the Parliament complex on Friday.
Meanwhile, Congress president Mallikarjun Kharge has also alleged discrimination with opposition ruled states in the Union Budget presented by Finance Minister Nirmala Sitharaman and said her speech mentioned projects for only two states. Speaking briefly in the Rajya Sabha, Kharge, who is Leader of Opposition in the House, alleged such budget has never been presented and it has been done to save the BJP-led government, which is dependent on support of JD-U and TDP for its survival.
