Parliament Monsoon Session HIGHLIGHTS: The Lok Sabha passed two bills before the proceedings were adjourned on Thursday amid continuous protests by opposition MPs over Pegasus spying row and farm laws

Rajya Sabha Chairman M Venkaiah Naidu today expressed concern over about 90 members of the House being denied opportunities to raise issues of public importance even after their notices were admitted by him, due to persistent disruption of proceedings of the House.
A total of 69 Zero Hour mentions, including 12 admitted for today and 23 Special Mentions by as many members, admitted by the Chairman could not be raised in the House during the last week and today due to persistent disruptions, RS Chairman gave details in this regard.
The Chairman observed that "(In the four sittings held last week) In Zero Hour, as many as 57 matters of 63 members were permitted. However, none could be raised due to the disruption of proceedings.
He further informed the House that out of the 31 Special Mentions admitted so far, only 8 could be laid on the Table of the House on Tuesday last week while the rest could not be mentioned in the House.
Chairman Naidu also expressed concern over MPs of the House being denied opportunity to seek clarifications from Minister of IT on the statement laid on the Table of the House on Thursday last week regarding "Compromise on phone data of some persons as reported by media".
The Ministry has been making efforts for easing travel restrictions wherever in place, for Indian students enrolled in foreign universities to make their travel to respective countries possible: MoS MEA V Muraleedharan said in Rajya Sabha.
More countries are expected to open up when COVID situation improves, he added.
Issue of travel restrictions has been taken up at Ministerial level with several countries. Consequently, travel restrictions are being eased for Indian students to travel to many countries, incl USA, Canada, UK, Ireland, Germany, Netherlands,Belgium, Luxembourg, Georgia, he informed.

Under the Central Vista Redevelopment/Development Master Plan, only 2 projects - construction of New Parliament Building and Redevelopment of Central Vista Avenue are being implemented, as of date. Details are as under. Till date, the expenditure incurred on these 2 projects is Rs 238 crore for the New Parliament Building and Rs 63 crore for Redevelopment of Central Vista Avenue. Rajya Sabha adjourned till 2 pm as Opposition MPs gathered around the well of the House and protested over various issues. Earlier, Opposition MPs protest over the Pegasus issue in Lok Sabha during Zero Hour and the House was adjourned till 2 pm.

"Speaker and Chairman are requesting. We requested them personally. Despite that, they're not allowing House to run. Not right if they say that we (and) don't want House to run. COVID was discussed in RS but they don't discuss it in LS. This is most unfortunate," he added,
"Some members of the House are repeating incidents that are against Parliament rules; If this continues, I'll have to taken an action against those members in order to maintain the decorum of the House," said Lok Sabha Speaker Om Birla before adjourning the House.
Lok Sabha adjourned till 1130 hours amid ruckus over Opposition MPs tearing papers and throwing them in the House yesterday. Rajya Sabha was also adjourned till 12 noon amid protest by Opposition MPs soon after the session began for the day.
Union ministers Piyush Goyal and Pralhad Joshi met Opposition leaders while a meeting of opposition leaders was underway. The ministers asked opposition leaders to support the House to pass bills. Opposition leaders insisted on a discussion on Pegasus issue,and inflationaandandfarmers issue

Meanwhile, Civil Aviation Minister Jyotiraditya Scindia moved the Airports Economic Regulatory Authority of India (Amendment) Bill, 2021. Similarly, Ports, Shipping and Waterways Minister Sarbananda Sonowal moved the Inland Vessels Bill, 2021, which seeks to provide safety of navigation, protection of life and cargo and prevention of pollution that may be caused.
On Monday too, Lok Sabha had passed Factoring Regulation (Amendment) Bill, 2020, and the National Institutes of Food Technology, Entrepreneurship and Management Bill, 2021 without a discussion amid uproar by the opposition over various issues.
