The purpose of this policy is to install scraping infrastructure in the form of automated test stations and registered vehicle scrapping facilities across the country.

Earlier this year, Nitin Gadkari had addressed the Lok Sabha and said that older vehicles pollute 10-12 times more than fit vehicles and hence, pose a risk to road safety. He continued to introduce the Voluntary Vehicle-Fleet Modernization Program (VVMP) or “Vehicle Scrapping Policy" which is aimed at creating an Eco-System for phasing out of Unfit and Polluting Vehicles.
