The tumultuous situation in the political landscape of Maharashtra entered its 19th day today, with the suspense still looming large over formation of government. The Nationalist Congress Party today will attempt to muster requisite support before 8:30 pm deadline given by Governor Bhagat Singh Koshyari, who refused to grant extension to Shiv Sena and decided to invite the third largest party NCP to express willingness and ability to form the government on Monday night. The Congress is yet to make up its mind on supporting Sena. Hours after Ram Nath Kovind imposed President's Rule in Maharashtra, Shiv Sena chief Uddhav Thackeray held a press conference and slammed Governor BS Koshyari for not giving their party the required time to prove majority.
Speaking to reporters, Thackeray informed that discussion with Congress and the NCP for government formation is underway and will soon reach a conclusion.
During his presser, Thackeray also said that there is no reason to worry from the President's Rule which was imposed in Maharashtra on Tuesday evening.
Aware of tantrums of the Shiv Sena on issues on which Congress is not comfortable, the top leadership of the Congress wants a common minimum programme (CMP) to be firmed up before moving ahead on forging a new political formation in the state.
Congress sources said on Tuesday that consensus first needs to be arrived at between it and coalition partner NCP, after which talks can be held with Shiv Sena on the issue of support.
Congress leaders Ahmed Patel, Mallikarjun Kharge and K C Venugopal, who rushed to Mumbai to hold talks with NCP chief Sharad Pawar, were mandated to discuss contours of the alliance and the CMP, the sources said.

Fresh/second petition challenging the imposition of President's Rule is being readied. The decision on when to file it will be taken tomorrow.
President's rule is the suspension of state government and imposition of direct central government rule in a state. Under Article 356 of the Constitution of India, in the event that a state government is unable to function according to constitutional provisions, the Central government can take direct control of the state machinery.
Subsequently, executive authority is exercised through the centrally appointed governor, who has the authority to appoint other administrators to assist them. The administrators are usually nonpartisan retired civil servants.
If approved by both Houses, President's Rule can continue for six months. It can be extended for a maximum of three years with the approval of the Parliament needed every six months.
President’s Rule can be imposed in the state for six months post which the Election Commission (EC) will have to announce fresh polls. However, if any political party emerges in the meantime that can prove its majority on the floor of the House, President’s Rule can be dissolved.
According to sources, the home ministry officials have said that President's Rule in Maharashtra has been implemented for a span of six months and can be withdrawn before that if any party is able to prove majority.
President's Rule was on Tuesday imposed in Maharashtra where political parties failed to form government after the assembly polls last month, the Home Ministry said. The decision was taken hours after Maharashtra Governor Bhagat Singh Koshyari recommended President Ram Nath Kovind to impose President's rule in the state, stating he was satisfied that Maharashtra government cannot be carried on in accordance with the Constitution.
The President gave its assent after the Ministry of Home Affairs has sent the file on Governor's recommendation to impose President's Rule in the state to him.

Congress on Tuesday said Governor Bhagat Singh Koshyari acted in a hurry in sending his report recommending President's rule in Maharashtra without exhausting all options for government formation.
I condemn this action which has been taken in a hurry without exhausting all options. This raises questions about the governor's impartiality. This also raises doubt whether the governor is acting under pressure: Maharashtra Congress spokesman Sachin Sawant told reporters.
The lawyers, appearing for the Shiv Sena, told PTI that they have made a request to the registrar for according urgent hearing on Tuesday itself and said they are yet to get a response.
The Shiv Sena has termed the governor's Monday decision as unconstitutional, unreasonable and mala fide.
The Union Cabinet on Tuesday recommended President's rule in Maharashtra even as top leaders from the NCP, Congress and Shiv Sena held a flurry of consultations in a bid to tot up the numbers and resolve the impasse over government formation in the state.
Prime Minister Narendra Modi chaired a meeting of the cabinet in the afternoon to discuss the stalemate in Maharashtra where no party has been able to form government after the assembly polls last month. The cabinet decided to recommend to the president that Central rule should be imposed in the state, sources said.

According to recent update, the Shiv Sena has moved Supreme Court over Governor's recommendation of President's Rule in Maharashtra. Sena leaders have claimed that the governor had granted 72-hours to the BJP (105), the single largest party, to stake claim to form a government. The BJP on Sunday declined to form a government for want of numbers.
Governor of Maharashtra Bhagat Singh Koshyari having been satisfied that as Government of Maharashtra cannot be carried on in accordance with the Constitution, has today submitted a report as contemplated by the provisions of Article 356 of Constitution (President's Rule).
Maharashtra Raj Bhavan has denied reports that the Governor has sent recommendation of President's rule in the state.
However, sources confirmed that the recommendation has already been sent to the Home Ministry.
Meanhwile, Shiv Sena has raised question over Governor's alleged step and asked how can the recommendation be sent when the deadline of NCP hasn't yet been over.
Sources said that if Governor imposes President's rule in the state, Shiv Sena can approach SC. Uddhav Thackeray has talked to Kapil Sibal and Ahmed Patel over the issue
Maharashtra Governor Bhagat Singh Koshyari may send recommendation of President's rule in Maharashtra citing breakdown of constitutional machinery, in case NCP also fails to show the requisite support of MLAs before the end of the provided deadline, sources have stated. They also said that preparations for the same has already been initiated at Raj Bhavan. However, final decision of Governor will be revealed only after 8:30 pm deadline.
Congress President Sonia Gandhi and NCP chief Sharad Pawar have spoken over phone on Tuesday, amid suspense over Congress' stance on forming government with NCP and Shiv Sena.
It is being said that the decision to send senior Congress leaders including Mallikarjun Kharge, KC Venugopal and Ahmed Patel to Mumbai, was taken after their phone call.

Shiv Sena leader Manohar Joshi on Tuesday expressed confidence that Shiv Sena’s government will be formed in Maharashtra, despite the party missing out big on Monday’s deadline to show support. When asked about Congress support, he said ‘ Don’t know what Congress will do, cannot say anything about it.’
Even as the Shiv Sena failed to muster numbers to stake claim for government formation in Maharashtra, its ailing leader Sanjay Raut on Tuesday quoted lines of legendary poet Harivansh Rai Bachchan to reaffirm his party's resolve to succeed and not give up.
Raut, who on Monday underwent angioplasty at a hospital here, tweeted two lines from Bachchan's famous poem: Lehron se dar kar nauka paar nahi hoti, himmat karne waalon ki kabhi haar nahi hoti (the boat that qualms the waves never gets across, those who dare do not lose).
The Rajya Sabha member further tweeted, Hum honge kamyaab, zaroor honge (we would succeed, definitely).

NCP leader Ajit Pawar said that the NCP was ready to support Shiv Sena but was waiting for Congress’ response. He said that the grand old party is not giving the letter of support.
He however, also stated that both the parties are together. ‘Whatever decision will be taken will be taken collectively, so we were waiting for Congress response yesterday but it didn't come, we can't decide on it alone,’ he said.
Shiv Sena could not show the letter of support to Governor on Sunday, after Congress did not clear its stance before the deadline of 7:30 pm. The Governor refuse to provide extension to the party and invited the third largest party NCP to express willingness and ability to form government.
President Ram Nath Kovind has accepted the resignation of Union Minister of Heavy Industries& Public Enterprises Arvind Sawant(Shiv Sena MP). I&B Minister Prakash Javadekar has been assigned additional charge of Sawant's ministry.
Sawant was Shiv Sena's sole representative in the Union Cabinet formed by the Bharatiya Janata Party (BJP)-led NDA.
His resignation came after the BJP on Sunday expressed its inability to form a government in Maharashtra, despite being the single largest party.

NCP and Congress will have a meeting tomorrow (November 12) to decide about Shiv Sena, many senior leaders from both the parties will be present in tomorrow's meeting, said Nationalist Congress Party (NCP) leader Ajit Pawar on Monday.
Our delegation has been invited by the Governor and the indication is that a letter of invitation will be given to us. Tomorrow we shall discuss with the Congress on the ways and means to form the next government, NCP’s national spokesperson Nawab Malik told newspersons after Governor's invite.

On Sunday night, the Governor had asked the Shiv Sena to indicate the willingness and ability of the party to stake claim, hours after its pre-poll partner and longtime ally BJP declined to form the government.
The Sena, the second largest party in the 288-member House with 56 MLAs after the BJP's 105 members, had time till 7.30 pm to stake claim on a day marked by hectic parleys with its chief Uddhav Thackeray meeting NCP supremo Sharad Pawar and having a telephonic conversation with Congress President Sonia Gandhi. The NCP has 54 MLAs while the Congress has 44.
As Uddhav Thackeray met Pawar at a suburban hotel in Mumbai and the Congress corralled its MLAs in a Jaipur resort, Arvind Sawant, the lone Sena minister in the Union council of ministers submitted his resignation.
Putting up a brave front, Sena leader Aaditya Thackeray told reporters outside Raj Bhavan in Mumbai after meeting the Governor that his party's claim on formation of a government still stands, as two parties have agreed in-principle to support the Sena-led government. He didn't take names of the Congress and the NCP.
Aaditya said Governor Koshyari refused to grant more time to the Sena to muster numbers.

First, the state saw BJP attempting to cobble up numbers but failing eventually, then Shiv Sena, on Monday, was seen unsuccessfully attempting to stake claim of governance. Now Sharad Pawar-led NCP has been given time till 8.30pm today to express "willingness and ability to form government".

On Tuesday, as the impasse in government formation entered the 18th day and the prospect of President's rule loomed, the Congress appeared not wanting to take a hasty decision to align with its ideological rival, and decided to hold further talks with its pre-poll ally NCP on the issue of supporting the Sena.
Congress core group meeting will be held today at 10am interim party president Sonia Gandhi's residence, over Maharashtra's political situation.
NCP legislative party will be meeting at 11 am. While at 1 pm the core group meeting of the party will be held.
On Tuesday as the 7.30 pm deadline ended for Shiv Sena, Governor Bhagat Singh Koshyari on Monday night invited the NCP asking it to express "willingness and ability to form government".
