'Odd-Even Scheme By AAP Is To Mislead Court,' Raj Niwas Officials Say, Delhi Minister Responds

Raj Niwas officials stated Tuesday that the dossier on GRAP stage IV implementation they gave to the lieutenant governor indicates no decision has been made on the odd-even automobile rationing plan, accusing the AAP administration in Delhi of deceiving the courts and the public, news agency PTI reported. However, Delhi Environment Minister Gopal Rai stated that the decision to implement the odd-even plan was made on November 6 and that the file in question was handed to LG VK Saxena for clearance on November 4. He claimed that personnel were "misleading" Saxena, and said that the transport department will send the paperwork on the scheme's execution to the LG.

It appears that no checking is being done at the borders to restrict the entry of such polluting vehicles into Delhi; requests proper checking of polluting vehicles whose entry is restricted as per Stage IV of GRAP."

With GRAP IV restrictions imposed in Delhi-NCR, the entry of trucks carrying non-essential items into the capital from Noida is banned and curbs have been placed on plying of BS-III (petrol) and BS-IV (diesel) vehicles in Gautam Buddh Nagar.The restrictions have come into force as per Stage IV of the Graded Response Action Plan (GRAP) implemented by the Centre's Commission for Air Quality Management (CAQM) on November 5, amid severe pollution levels in the region and growing health concerns, the traffic police here said on Monday. Delhi environment minister Gopal Rai said that schools have been directed to suspend physical classes, barring classes 10 and 12, until Nov 10. However, he said, that a call on work-for-home order for 50 per cent of staff in govt and private offices in Delhi will be taken later.

The Supreme Court on Monday refused to entertain a plea seeking the setting up of a permanent expert committee at the district level for assessment of pollution. A bench headed by Chief Justice D Y Chandrachud called the matter a policy issue and dismissed the plea, reported PTI.

Air quality across the Delhi-NCR and adjoining states continues to deteriorate with most recording 'Ver Poor' air quality as thick, toxic haze engulfed the cities' skyline. Delhi recorded 'severe' air quality with AQI at 436, as per CPCB data (8 am). The final and fourth stage of the Centre's Graded Action Response Plan (GRAP) has been enforced in the region to combat the rising pollution levels.


The Centre's action comes as part of Stage III of the Graded Response Action Plan (GRAP) -- the Centre's air pollution control plan which is implemented in the region during the winter season. GRAP categorises actions into four stages: Stage I - 'poor' (AQI 201-300); Stage II - 'very poor' (AQI 301-400); Stage III - 'severe' (AQI 401-450); and Stage IV - 'severe plus' (AQI above 450).


The Ministry of Environment, Forest and Climate Change that NCR State Governments and the Delhi Government may consider discontinuing physical classes for students in classes VI to IX and class XI. Instead, they are advised to conduct lessons in an online mode to protect students from the harmful effects of air pollution.


State Governments have also been advised to consider the closure of colleges and educational institutions to protect students and staff from the health risks associated with poor air quality.


Doctors have advised residents in Delhi and other states like Haryana, Uttar Pradesh and Punjab to remain indoors and go about only if necessary. Work from home has been advised for 50 percent of employees in Delhi whereas Gurugram DC has ordered the Residents Welfare Associations (RWAs) to install sprinklers apart from other pollution-controlling measures.


With numbers only going low as far as air pollution is concerned, state governments have begun deploying sprinklers to reduce the pollutants present in the air.
